In the near future I plan to introduce legislation to amend the Liquor Code.

My legislation would grant licensees and their employees the ability to confiscate an identification card if they have reasonable suspicion that the identification card is invalid. In order to obtain reasonable suspicion, the licensee or his employee must first scan the card through a transaction scan device and the device must determine that the identification card is invalid. The licensee will then have forty-eight hours to turn the invalid identification card over to the PA State Police Bureau of Liquor Control Enforcement (BLCE).

My legislation will allow BLCE to investigate claims of invalid identification cards. If BLCE determines that a confiscated identification card is valid, the card shall be returned to its owner. If, however, BLCE determines that a card is invalid, they have the authority to investigate and cite the person found to be using the card. Citations shall range from $500 to $2000.
