| Subject: | Repeal Human Services Block Grant Legislation |
I plan to introduce legislation that will repeal the Human Services Block Grant program. My county Human Services Flexibility Grant legislation will replace the Block Grant with a simplified and less costly method for counties to reallocate remaining human services money at the local level. It is important that we address the counties’ need for flexibility with using unexpended human services money. I believe that my legislation accomplishes that goal by allowing them to re-allocate unspent money the following fiscal year rather than send it back to the state. The current Block Grant pits the affected individuals and families seeking help against one another for funding. (Services for mental illnesses, intellectual and physical disabilities, addiction treatment, children and youth, behavioral health and homeless assistance) In addition, the current Block Grant requires many unnecessary changes in local structures and procedures, some duplication and also appears to involve new administrative spending. In contrast, my proposal will decrease the administrative burden and provide a simple and less complicated method of reallocation. My legislation will also assure that every penny allocated for human services will go to provide care to people in need. |
