MEMORANDUM


In the near future, I plan to introduce a resolution requesting that the Governor of Pennsylvania terminate the 3rd party vendor emergency dispatch towing pilot program.

As you may know, the Pennsylvania State Police (PSP) accepted and implemented a planned pilot program for the Northwestern region of Pennsylvania. The 3rd party emergency dispatch towing pilot program vendor contract was awarded to a company located in the state of California.

Since the initiation of the 3rd party vendor emergency dispatch program, many towing businesses and first responders throughout PA have expressed both reservations and concerns about the implementation of the pilot program.

A joint public hearing was conducted on the issue on May 14, 2014 by both the House Veterans Affairs and Emergency Preparedness and Judiciary Committees. Testimony was provided by PSP, the vendor, and the Pennsylvania Towing Association, as well as towers from the industry.

Several members from among the committees at the joint public hearing have strongly expressed concern that the 3rd party emergency towing dispatch pilot program should be terminated and that strong consideration should instead be directed at utilizing Pennsylvanian’s county 911 dispatch centers, which currently dispatch, police, fire and EMS services across the Commonwealth.

To that end, my resolution respectfully requests the Governor to terminate the pilot program contract immediately and encourages the Governor to consider establishing a select committee of interested stakeholders to develop a plan of action along with the feasibility of moving emergency towing dispatch operations over to the Commonwealth’s county 911 dispatch centers.
