Subject: Resolution urging the rejection of recommended natural gas vehicle fuel standards.
 
In the near future, I plan to introduce a resolution urging the rejection of the recommended natural gas vehicle fuel standards recently proffered by the National Conference of Weights and Measures (NCWM).

The Commonwealth encourages the development and deployment of natural gas vehicles and fueling stations because greenhouse gas emissions are 20-30% less than their diesel and gasoline counterparts. Therefore the use of natural gas as motor fuel is increasing. Currently consumers purchase compressed natural gas in the gasoline gallon equivalent (GGE) unit of measure as established in 1994 by the NCWM. This GGE standard benefits the consumer because it represents an amount of compressed natural gas which has the same energy content as a gallon of gasoline thereby enabling consumers to readily compare cost.

However, in January 2014 the National Conference on Weights and Measures recommended repeal of the GGE standard and to replace it with the kilogram unit of measure. Such a change would create significant costs to fueling stations requiring them to replace existing fuel dispensers and will certainly create consumer confusion. In July 2014 the NCWM is scheduled to vote on this metric recommendation. Therefore, the House of Representatives should urge the NCWM to clearly reject the metric unit of measure.
