Subject: Civil Service Efficiencies
 
On Thursday, March 20, 2014, I plan on introducing legislation that will affirm the State Civil Service Commission’s (Commission) ability to enter into cooperative agreements and other arrangements with agencies, departments, boards, or commissions to perform administrative functions on behalf of the Commission. These functions may include:
  • Arranging for budget preparation and fiscal oversight services;
  • Human resources and personnel services;
  • Installation and operations of computer and information technology systems;
  • Procurement services;
  • Courier and mailing services;
  • The use of one or more contractors to produce physical copies of the Commission’s examinations or tests; and
  • Any other similar administrative services to achieve operating and fiscal efficiencies for the Commission.
In recent conversations with the Commission, they have indicated that the Civil Service Act does not provide them with the authority to obtain these efficiencies. Implementing these efficiencies would provide budgetary savings, which would allow the Commission to continue to meet their core mission under their current budget.

Some of you may have received notice that the Commission is considering closing some of their testing centers around the state. Implementing these commonsense reforms would be far less disruptive and would provide the necessary savings for the Commission.
