MEMORANDUM

Posted: January 28, 2014 02:14 PM
From: Representative Mario M. Scavello
To: All House members
Subject: Internet Gambling In Pennsylvania

In the near future, I plan to introduce legislation that will create formal penalties for someone who engages in internet gambling in Pennsylvania. Presently, it is illegal for someone to gamble online in Pennsylvania or for a company to host internet gambling, but there are no punishments. My legislation will amend Title 18 (Criminal Offenses Code) to establish strong penalties to deter internet gambling in Pennsylvania. In 2006, the state of Washington became the first state to impose penalties for online gambling.

I support gambling in Pennsylvania and have voted for and sponsored gambling legislation. I have seen the important economic impact legal gambling has had in my district bringing new jobs and investment but internet gambling is bad for Pennsylvania.

There are four main problems with online gambling:

  • It is nearly impossible to prevent children from gambling,
  • It is difficult to detect and stop problem gamblers online,
  • Criminals use internet gambling as a way to hide illegally gotten funds,
  • Internet gambling will reduce jobs in the Commonwealth

Please join me in co-sponsoring this important legislation.
