Subject: Electronic Proof of Financial Responsibility
 
In the near future, I will be introducing legislation to update Pennsylvania’s Vehicle Code to allow drivers to show proof of financial responsibility electronically.

According to the Property Casualty Insurers Association of America, a total of 25 states -Alaska, Alabama, Arizona, Arkansas, California, Colorado, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Minnesota, Mississippi, North Dakota, Oregon, Tennessee, Texas, Utah, Virginia, Washington and Wyoming- have adopted legislation that permits motorists to utilize electronic proof of financial responsibility. I believe it is time that the Commonwealth joins other states in embracing technology and providing additional convenience to our motorists.

My bill will amend the Pennsylvania Vehicle Code by allowing motorists to provide proof of financial responsibility by electronic means such as cell phones, laptops, tablets and other portable electronic devices. The electronic proof of financial responsibility must be provided by an email directly from their insurer, an insurer’s smart phone application, or through an insurer’s website. The electronic proof of financial responsibility must contain the same information as provided under current Pennsylvania law.

Pennsylvania made a leap into the future when we were the first state to add the state’s website to our license plates. It is time that we join 25 other states by providing the convenience and accessibility of electronic proof of financial responsibility to our drivers.
