MEMORANDUM

To: All House members
Subject: A Resolution recognizing Summer Reading Programs and designating the months of June, July and August 2013 as the “Summer Reading Games 2013” in Pennsylvania

In the near future, I will be introducing a resolution to recognize Pennsylvania’s libraries for offering summer reading programs, encouraging youths to participate in these programs and recommending that their parents support and promote reading during the summer months.

This resolution also urges legislators and community leaders to assist with summer reading programs and, most importantly, to designate the months of June, July and August of 2013 as “Summer Reading Games 2013” in Pennsylvania.

Studies done by Johns Hopkins University researchers show that disadvantaged youth fall significantly behind other students because of a lack of access to reading materials and to a lack of encouragement in the home to participate in reading. The lack of reading outside of the school year results in achievement gaps not only in school, but also later in life.

Communities that offer summer reading programs encourage youth to develop reading as a lifelong habit. These programs also draw in reluctant readers through activities and help to ensure that children, particularly those in disadvantaged homes, read over the summer to maintain and enhance their reading skills. Additionally, these programs generate interest in libraries and in the services that they offer.

Support of summer reading programs gives all library users an opportunity to become lifelong readers and learners by visiting the library frequently. In fact, Johns Hopkins and other studies have shown that those who increase their reading have greater success in school and in the job market. Those who have difficulty with reading may be at greater risk of not succeeding in their employment.

Please join me in co-sponsoring this important resolution.
