Subject: HB 1177_Clarifying langauge relating to the formation of a Gov't Study Referendum and Commission on consolidation/merger of municipalities
 
I have introduced HB 1177, legislation which amends Title 53 (Municipalities Generally). Currently, after a petition has been filed to initiate the formation of a commission to study consolidation or merger proceedings with a new home rule charter, a referendum must be held to determine the election of a commission to study the issue of consolidation and merger.

Currently it is unclear as to what constitutes an affirmative vote on the referendum and the Commission; is it the result of the majority vote of the whole of all municipalities to be studied for consolidated or merger, or rather as a result of a majority vote in each of the municipalities separately?

HB 1177 aims to clarify this subject by explicitly stating that the referendum and Commission will be decided by the vote of the whole of all the municipalities impacted. I have attached the language for your review, and would appreciate your support by cosponsoring HB 1177. Thank you.
