Subject:	Municipal Cost Relief via Accelerated Release of Liquid Fuels Tax Funds (Previous HB 1648)

In the near future, I plan to reintroduce legislation to speed the release of allocated liquid fuels funds to municipalities. Historically, these collected tax funds don’t get released by the Commonwealth until April 1 of each year, as stipulated in Section 2615.4(3) of the Liquid Fuels Municipal Allocation Law. However, during harsh winters, governors have authorized early release of the funds on March 1. Since liquid fuels reporting is now done electronically, a permanent acceleration of the release date to March 1 is feasible and would benefit our cash-strapped municipalities by making allocated funds available to pay for snow and ice removal on a more timely basis. This relief would not require any new tax and could further allow municipalities to save costs by avoiding the need to rely on tax anticipation notes. The attached legislation, HB 1648 of last Session, will simply establish March 1 as the release date for allocated municipal liquid fuels funds.
