Subject: | PAYNE - Cosponsorship Request for Professional Sports Drawing |
In the near future, I plan to introduce legislation amending the Local Option Small Games of Chance Act to change the definition of "Major League Sports Drawing" to "Professional Sports Drawing." Currently, we allow affiliated non-profit organizations of major league teams to conduct charity 50/50 raffles at home games. However, this only applies to teams in Major League Baseball, National Basketball Association, National Hockey League or Major League Soccer. Minor league teams such as the Hershey Bears, Harrisburg Senators, etc... are not able to participate. The money is evenly divided between the winner of the drawing and a charity. No money is provided to the sports team through the drawing. My bill will enable charities throughout the Commonwealth to benefit from these drawings by allowing affiliate teams of these leagues to hold 50/50 raffles, through their affiliated non-profit organizations. These affiliated non-profit organizations will still be required to be registered as 501(c)3 entities, to ensure proper oversight and management. I believe this legislation improves the Local Option Small Games of Chance Act by increasing the number of charities able to participate and will benefit residents throughout the Commonwealth. |
