Subject: | Repeal of the Alternative Energy Production Tax Credit |
Over the years, the General Assembly has taken action to enact various tax credits, today as we examine some of these enactments, we see that the original intent of certain tax credits is no longer valid, no longer consistent with current policies or have been underutilized creating a situation where the benefits are less than the economic cost of the tax credit. In the near future, I will be introducing legislation that will repeal the Alternative Energy Production Tax Credit. Upon assessing information provided, since the enactment of the Alternative Energy Production Tax Credit in 2008, this credit has not been utilized by a single applicant in Pennsylvania. While the intent of the tax credit is commendable, I do not believe it is good policy to maintain tax programs that are simply not utilized by the citizens of the Commonwealth. By repealing this tax credit, we are able to simplify the tax code and save the taxpayers money as the costs to administer this underutilized credit are borne by the Department of Environmental Protection and the Department of Revenue. |
