Subject: Co-Sponsor: Governor’s Advisory Council on Privatization and Innovation to Sign an Accountability and Integrity Pledge
 
I plan to re-introduce HR 469, urging the Members of the Governor’s Advisory Council on Privatization and Innovation to sign an Accountability and Integrity Pledge.

In Pennsylvania, public officials and employees are trusted to fulfill the needs of the citizens while remaining accountable for their actions. The Commonwealth’s public servants are required to submit financial interest statements to ensure neither they nor their immediate family members profit from any decisions made while acting in their official capacity.

The Governor has the authority to appoint advisory councils for the purpose of studying various issues affecting the Commonwealth and its citizens. Governor Corbett has shown that using these advisory councils, stacked with his campaign donors, will be his administration’s mechanism for determining policy positions. The privatization of our state assets and functions is a multi-billion dollar endeavor and individuals appointed to these advisory councils are afforded the opportunity to provide recommendations that shape Pennsylvania’s future. They should be held to similar ethical scrutiny as Commonwealth employees and elected officials.

The General Assembly has made many efforts to ensure the honesty and integrity of the public sector including its employees, and elected and appointed officials. Individuals appointed to councils and boards under the jurisdiction of the Governor should be held to the same level of scrutiny as those hired and elected to serve the public interest. Therefore, I will be introducing a resolution urging the current and future members of the Governor’s Advisory Council on Privatization and Innovation to sign an Accountability and Integrity Pledge.
