Subject: Cosponsorship: Rep Payne - Increase Size of LCB
 
My legislation will increase the size of the Board from three members appointed by the Governor and confirmed by the Senate to nine members. The purpose of increasing the size of the Board is to improve the way the PLCB is run. I firmly believe there should be members of the Board with experience in the industry. The members will be appointed in the following manner:
  • Two members will be appointed by the Governor;
  • one member shall be appointed by the President pro tempore of the Senate;
  • one member shall be appointed by the Speaker of the House of Representatives;
  • one member shall be appointed by the Minority Leader of the Senate;
  • one member shall be appointed by the Minority Leader of the House of Representatives;
  • Three members shall be appointed from the wine, spirits and malt and brewed beverage industry. Of these members:
    • One shall be appointed by the Governor; this is in addition to his above two choices;
    • One shall be appointed by the President pro tempore of the Senate; again, this is in addition to his above choice; and.
    • One shall be appointed by the Speaker of the House of Representatives; also in addition to his above choice.
All members of the Board will serve a four year term, ending on the third Tuesday in May. Five members will constitute a quorum; and, any action taken by the Board will require the approval of at least five members.
