MEMORANDUM

Posted: February 4, 2013 04:24 PM
From: Representative Mike Regan
To: All House members
Subject: School Safety Legislation

Due to recent events at Sandy Hook Elementary School, I will be introducing legislation in an effort to protect our most vulnerable citizens, our children, as well as their teachers while they are in school.

This legislation includes implementing a security presence in all publicly funded schools. This presence will consist of at least one armed, retired police officer in every school.

Due to the fact that state and municipal police officers can retire after 25 years of service, many retire at a relatively young age and take with them a pension and healthcare benefits, relieving districts of that expense. These officers will undergo a background investigation, be required to maintain certification under HR218 and be annually certified in position-specific training. Their primary responsibility will be to screen visitors for weapons and detect threats before allowing entrance into the school office or directly into the school. Additionally, these officers will maintain direct lines of communications with school officials and local police, and be able to provide real-time information in the event of an incident.

These retired officers already possess extensive experience in law enforcement and community relations. Utilizing their training and skill in this manner will greatly enhance the security level in our schools.

Thank you for your interest in this important piece of legislation.
