Subject:	Removing Ethanol Blending Mandate

In the near future I plan to reintroduce House Bill 1652 which amends the Biofuel Development and In-State Production Incentive Act (Act 78 of 2008) to remove ethanol blending requirements. Under the Biofuel Development and In-State Production Incentive Act, after one year of producing 350,000,000 gallons of cellulosic ethanol in state for three consecutive months, it will trigger a MANDATED 10% ethanol blend by volume be sold at ALL gas stations in Pennsylvania. An analysis of cellulosic ethanol production since the enactment of this legislation shows there has not been any production of cellulosic ethanol. As you can see, the incentives have not produced the results and Pennsylvanians are still on the hook, under this Act, to have an unfunded mandate applied to them. Therefore, although there are federal standards for the use of ethanol in gasoline, we do not need to add onerous and ineffective mandates to the residents of our Commonwealth. Please note, this legislation will only remove the cellulosic ethanol 10% mandate and leave the remainder of the Act intact.
