Subject: Co-Sponsorship - Amend Title 42 regarding Parole of Sex Offenders and SVP's

MEMORANDUM

To: All Members of the House of Representatives

From: Representative Scott Conklin

Date: January 17, 2013

Subject: Parole of Sex Offenders and Sexually Violent Predators

In the near future, I will be re-introducing legislation – former House Bill 769 – that will amend Title 42 (Judiciary and Judicial Procedure) of the Pennsylvania Consolidated Statutes regarding the parole and registration of sexual offenders and sexually violent predators.

According to the Pennsylvania Board of Probation and Parole, under current regulation all offenders are prohibited from being paroled without a verified residence. However, my legislation would make it law that sex offenders and sexually violent predators must secure a residence and provide the Pennsylvania State Police with an address in order to be released on parole. Furthermore, if the offender is unable to secure a residence, the Pennsylvania Department of Corrections and the Pennsylvania Board of Parole and Probation will be required to provide the individual with reasonable assistance in doing so. Help me protect our children from sex offenders and sexually violent predators by co-sponsoring this legislation.
