Subject: Taxpayers FIRST - Reintroduction of HB 2279 & HB 2280 2011-12
 
In the near future, I intend to re-introduce 2 pieces of legislation (former HB 2279 and HB 2280) that will require all levels of government in Pennsylvania to disclose annual employee costs to the Taxpayers.

The first bill will require Local Governments, County Governments, and School Districts to prepare an annual report disclosing salary and wage costs, healthcare benefits, retirement benefits, and other insurance benefits by employee name and position. The report will have to be published on a website (if applicable), a newspaper, or newsletter.

The second bill will create consistency, by making the same information available for state employees. The bill will amend the recently enacted PennWATCH legislation to include, not only employee name and salary (as currently required under PennWATCH), but also the same benefit information.

The purpose of this proposal is simple. The Taxpayer has become increasingly aware of the employee costs for the legislature because of the ease of access for this information and as a result has become appropriately more critical of the conduct in this General Assembly. I am asking for you to join me in extending this same tool to the Taxpayer for every other level of Government in Pennsylvania--greater accountability will follow.
