Subject: | National Precursor Log Exchange (NPLEX) Legislation - Measure to Improve Tracking of Meth Ingredients |
I will be reintroducing legislation that will add Pennsylvania to the twenty-four states currently linked through the National Precursor Log Exchange (NPLEx) program, which is a multi-state electronic sales blocking system funded by the manufacturers of medicines containing ephedrine and pseudoephedrine (PSE). NPLEx is available to any state that mandates real-time, statewide electronic blocking of illegal PSE sales. There is no cost to the Commonwealth for participating in the system. State and federal law limit the amount of non-prescription ephedrine and pseudoephedrine consumers can buy to prevent the diversion of these substances for meth production. States, however, need an effective way to enforce those limits statewide and across state borders to curb the practice of “smurfing” whereby criminals make purchases at multiple stores to acquire illegal quantities of ephedrine and pseudoephedrine. The NPLEx system monitors all non-prescription ephedrine and pseudoephedrine purchases in participating states in real time to prevent criminals from exceeding legal limits. It also tracks purchases among all participating states so that meth cooks cannot simply cross a state border to skirt the system. NPLEx not only stops illegal sales in real time, it also provides law enforcement with an effective way of using the records already required by state and federal law to identify meth cooks. Last session this legislation was HB 2480. The bill passed the Health Committee unanimously and passed the House by a vote of 193-4. Thank you for your consideration.
