MEMORANDUM

TO: Members of the House of Representatives

FROM: Representative Vanessa Lowery Brown

DATE: January 9, 2013

SUBJECT: Co-sponsorship of Legislation- Firearm Safety Education Curriculum

In the near future I intend to introduce legislation that will enable local school boards to provide firearm safety education instruction to their elementary school students.

In the wake of the most recent tragedy in Newtown, Connecticut, one of the most violent and reprehensible shootings in our nation’s history, the time is now for us to come together to do what is necessary to avert a similar set of horrific events.

In an effort to provide basic gun safety instruction and to promote the general protection and safety of the children of our Commonwealth, my legislation will direct the State Board of Education to establish a firearm safety education curriculum for elementary schools. A local school board’s adoption of such curricula would be optional; however, if adopted it would be predicated upon guidelines that would incorporate firearm safety, accident prevention and the fundamentals of the Eddie Eagle Gunsafe Program.

Sadly, although there does not seem to be a clear combination of federal or state laws that would eradicate the perpetuation of violent crimes, it is still important that our General Assembly be proactive in implementing responsible and commonsense legislation in an effort to forestall any subsequent tragedies.
