Subject: Property Tax Rent Rebate/Social Security COLA Moratoriums (Prior HB 462 of 2011-12)
 
Many older Pennsylvanians rely heavily on the Property Tax and Rent Rebate Program. The program provides much needed relief to hundreds of thousands of older Pennsylvanians who live on fixed incomes from ever-increasing property taxes or monthly rent.

Unfortunately, due to the downturn in the economy, Social Security COLAs were not granted in January 2010 or 2011. A Social Security COLA was granted in January 2012 and a COLA is anticipated for January 2013. As such, I am proposing legislation that would apply a Social Security COLA moratorium to our Senior Citizens Property Tax and Rent Rebate Program. While a Social Security COLA would certainly be a welcome relief for many, it could also prevent individuals from qualifying for much-needed property tax or rent rebate assistance by putting them over the statutorily imposed income eligibility limits.

In these tough economic times, with this legislation we can ensure that those individuals who have worked all their lives and contributed to the economy and are now on fixed incomes are not inadvertently penalized to the point of losing much needed benefits that help to maintain their independence and dignity.
