MEMORANDUM

Posted: January 7, 2013 08:50 AM
From: Representative W. Curtis Thomas
To: All House members
Subject: Statute of limitations on parking tickets in Philadelphia

In the near future, I plan to introduce legislation that would place a statute of limitations on enforcement of tickets for on-street parking violations in the city of Philadelphia.

It has been brought to my attention that an authority in Philadelphia has chosen to randomly enforce on-street parking violations as many as 20 years after issuance. The authority has asserted that violations can be enforced from cradle to grave and in some cases, has been unable to produce the documentation to verify the initial violation.

Without recorded documentation of the initial violation, individuals are at a loss to defend themselves.

My legislation would make tickets for which no payment (either full or partial) was received void if not enforced within seven years of the date of issuance.

Please join me in co-sponsoring this legislation.

Introduced as HB334
