Subject: Prior HB116 - Request for Cosponsorship - Spending Limits
 
In the near future, I intend to reintroduce legislation (HB116) that will amend the Article VIII, Section 18 of the Pennsylvania Constitution to establish spending limits that the Commonwealth must abide by each fiscal year. The proposed constitutional amendment will limit the rate at which the Commonwealth's total spending may increase. The rate will be determined by applying the lower of:
  • The change in the Consumer Price Index for all urban consumers during the previous fiscal year; or
  • The change in the rate of population growth during the previous fiscal year.

Our constituents cannot afford to spend like there is no tomorrow. It is time for us to stand up and demand that it stop.
