In the very near future, I plan to re-introduce legislation from last session called the Terror Free Procurement Act. My legislation would prohibit the Department of General Services (DGS) from entering into a contract with an entity that provides goods and services, or a line of credit worth at least $20 million, to the energy sector of Iran. Under this legislation, DGS would be required to develop a list of people, organizations, and companies that have engaged in investment activities with Iran and update this list every 180 days. Before entering into a contract with DGS, an entity would have to certify that they are not on this list and are therefore eligible to contract with the state. My legislation makes it very clear that companies can either do business with the terror-sponsoring government of Iran or they can do business with Pennsylvania. However, they cannot do both. This legislation - which is also being introduced in the Senate by Senator Stack - is based on similar legislation introduced or passed in California, Indiana, and Maryland. It is the second part of a successful legislative initiative against the government of Iran that started with the passage and implementation of Act 44 of 2010, a law that requires Pennsylvania's public pension funds to begin the process of divesting from companies doing business with Iran or Sudan.
