I am introducing legislation that will update and expand the focus of the current Intra-Governmental Council on Long-Term Care at the PA Department of Aging. The Intra-Governmental Council was statutorily created in 1988 for the purpose of consulting with DPW and making recommendations relating to personal care homes. Over the years, the Council evolved into a panel of long-term care providers, advocates and consumers, and became a valuable resource and sounding board for the departments of Aging, Health and Public Welfare on long-term care public policy issues. The statute creating the Intra-Governmental Council, however, was never updated to reflect the expanded focus of the Council beyond personal care home issues. This legislation will specify that the scope of the Council shall be to address all areas of long-term care, including institutional care and home-based and community-based services. The Council would address issues pertaining to regulatory review and access to care; community access and public education; long-term care services models and delivery; and, workforce. Pennsylvania's aging demographics clearly point to the need for a viable long-term care infrastructure. This legislation would create an invaluable resource for the legislature and other public policymakers on these important issues. |
