Subject: Montgomery County Slots Revenue (Former HB 2594)
 
In the near future, I plan on introducing legislation that would re-distribute local share assessment of slots revenue for Montgomery County.

With the recent opening of the Valley Forge Resort and Casino, Montgomery County has the opportunity to benefit from this new business, but as current law stipulates, the county’s share of gambling proceeds go to the Commonwealth Financing Authority.

As a way of background, under the Gaming Act (Title 4), the local share assessment was created to assist host counties and municipalities with the costs of having a casino in their area. For slot machine play, the Act states that 2% of gross terminal revenue (GTR) is distributed to the host county and 2% GTR is distributed to the host municipality. Each host county and each municipality then have specific uses for the money as described in the Act. As for table game play, the host county receives 1% of revenue and the host municipality also receives 1%.

Specifically, currently under the Gaming Act the Montgomery County local share for slots and tables is deposited into an account with the Commonwealth Financing Authority (CFA). The CFA is to use the money exclusively for grants for projects in the county that qualify for the Business in Our Sites Program, the Tax Increment Financing Guarantee Program and the Water Supply and Waste Water Infrastructure Program.

My legislation proposes to change this so that the local share is specifically deposited to the county general fund for the purpose of supporting the maintenance and refurbishment of the Parks and Heritage sites throughout the county (75%), as well as Mission Kids (12.5%) and Laurel House (12.5%).

For those that are not familiar with Mission Kids and Laurel House, they are both services our county fund to assist families. Specifically, Missions Kids is a multidisciplinary team (for neutral investigation and intervention) that responds to allegations of child abuse in a dedicated, child-friendly setting to achieve justice for child victims and promote their physical and emotional well-being. Laurel House is a domestic violence agency serving individuals, families and communities, providing shelter and counseling programs, while also helping raise awareness about domestic abuse.
