Subject: Allows Dentist to Obtain a Restricted Faculty License (Previous HB 2492)
 
I plan to re-introduce legislation which would amend the Dental Law (Act 76 of 1933) to allow dentists from other states or countries to obtain a restricted faculty license which will authorize them to teach in dental schools in Pennsylvania.

The three dental schools located in the Commonwealth – the University of Pittsburgh, the University of Pennsylvania and Temple University – seek to recruit the most distinguished faculty from other U.S. and foreign dental schools. The current law allows dentists who are licensed in other states or countries to teach at the dental schools without obtaining a Pennsylvania dentist’s license, but only for a maximum of four years. After four years, if they want to remain as faculty they must obtain a Pennsylvania dentist’s license even if they never intend to practice in the state. This has hampered the Pennsylvania dental schools’ ability to attract and retain the most qualified dental faculty.

My legislation would create a new restricted faculty license which could be renewed every two years indefinitely. In order to obtain this new license the applicant must be licensed to practice dentistry in another state or country, must have completed American Dental Association approved specialty training and must hold a teaching position at one of the dental schools in the Commonwealth. The restricted faculty license would permit the dentist to teach in the dental school where they hold a faculty position, but would not allow them to practice dentistry outside of their teach responsibilities.

My legislation is supported by the dental schools, the Department of State and the PA Dental Association, and I believe will ensure both patient safety and the best education for our Commonwealth’s future dentists.
