Legacy:

First foray into county politics was when he worked on a referendum that would bring the Meadows Racetrack to Washington County, 1963.

After, initially suggesting the location for a park and ride lot, once learning that PennDOT owned the land, ideally situated near I-70, I-79, and Route 19, PennDOT dedicated the 218 parking spaces, "J. Barry Stout Park and Ride" off the "Beau Street" exit , off I-70, South Strabane Township, Washington County, Pennsylvania, October 22, 2004.
