• Requires any agency submitting documentation to the Office of the Budget for preparation of the Governor’s budget proposal to post the documents on its Internet website. • Requires the State Treasurer to develop and maintain a transparency portal on its publicly accessible Internet site, which will contain information on the Commonwealth’s finances. The information will include- o Visual aids to demonstrate growth or reduction in expenditures and revenues o Data that can be downloaded as an image or spreadsheet o Information on the General Fund updated daily o Commonwealth fund and investment data updated daily o Analyses of appropriations for Commonwealth programs updated daily o The top 20 cost drivers within the General Fund and the 10 agencies with the most General Fund expenditures • Requires agencies to provide to the Treasurer the data and information necessary for the portal • Requires the Office of the Budget to provide access to the Integrated Central System to members of the General Assembly, the IFO, the Auditor General and members of the public.
