Amends Title 42 (Judiciary and Judicial Procedure) to create mandatory probation review conferences for certain defendants for the purpose of determining whether probation shall be terminated, restrict sanctions for probation violators, specify the periods of incarceration that may be imposed for technical violations of probation and confine the ability of courts to violate defendants for possessing or using lawfully prescribed medications while serving a probationary term.
