This amendment renders null and void any municipal legislation that imposes a lesser penalty for possession of small amount of marijuana than the penalty provided by state law. The amendment also provides that any police officer who enforces state law regarding possession of a small amount of marijuana cannot be subject to any administrative discipline or sanction or civil liability as a result of enforcing state law
