Brief Description
provides that all electric distribution companies, once rate caps have ended, or commission-approved alternative suppliers & electric genration suppliers may offer competitive generation services. It also clarifies policy that electric distribution companies may authorize long-term contracts, to acquire electric energy, to large customers. Contracts would be subject to review by the PUC to ensure that no costs related to the rates are borne by other customers or customer classes.
