A RESOLUTION
Designating the week of June 26 through 30, 2017, as "Middle
Neighborhoods Week" in Pennsylvania.
WHEREAS, Middle neighborhoods are areas that are seemingly
stable but in danger of decline because they do not receive the
same private development as high-income areas or the same amount
of funding and attention available for lower-income
neighborhoods; and
WHEREAS, Middle neighborhoods exist in almost all cities and
some larger suburbs; and
WHEREAS, In Philadelphia, more than 40% of the population
lives in middle neighborhoods, in communities such as
Rhawnhurst, Roxborough, Mayfair, Mount Airy, Tacony, Germantown,
Burholme, Port Richmond, Wissinoming and Bridesburg; and
WHEREAS, The well-being of these neighborhoods is vital for
the families and individuals living in them; and
WHEREAS, It is also critical for the overall financial
stability of many cities and suburbs that rely on the property
tax base of these neighborhoods; and

WHEREAS, Should these middle neighborhoods decline in value
by slipping into distress, local governments will have even
fewer dollars to provide needed services in these and other
neighborhoods; and
WHEREAS, Given the importance of these neighborhoods to the
cities and suburbs of this Commonwealth, it is unsettling how
little attention is being paid to ensure that these
neighborhoods transition into greater health, rather than lapse
into decline; therefore be it
RESOLVED, That the Senate designate the week of June 26
through 30, 2017, as "Middle Neighborhoods Week" in
Pennsylvania.
