A RESOLUTION
Establishing a select committee to investigate and make a report
relating to school violence in this Commonwealth.
WHEREAS, Providing for the safety and well-being of children
while attending school is one of the highest priorities of the
House of Representatives; and
WHEREAS, Multiple levels of influence representing
individual, relationship, community and societal factors frame
school violence risks and protections as noted by the Centers
for Disease Control and Prevention; and
WHEREAS, A recent mass-casualty attack at Marjory Stoneman
Douglas High School in Parkland, Florida, is the latest in a
disturbing trend in school violence that requires a holistic
approach to address myriad issues; and
WHEREAS, Accordingly, policymakers must effect systemic
interventions and protocols to curb decades of school violence
by individuals who attempt to kill others; and

WHEREAS, Policymakers must address behavioral and mental
health issues while prioritizing safety, security and
developmentally appropriate crisis plans to mitigate the risk of
school violence; and
WHEREAS, Policymakers must consider the nexus between weapons
availability and exposure to gunfire in school environments; and
WHEREAS, Lawmakers share an obligation to pursue legislative
and administrative remedies and other appropriate measures to
mitigate school violence; and
WHEREAS, The House of Representatives calls for a
comprehensive, coordinated approach to school violence that
identifies related risks and protections with the goal of
safeguarding students and school personnel in this Commonwealth;
therefore be it
RESOLVED, That the House of Representatives establish a
select committee on school violence to investigate and make
recommendations regarding:
(1) adequacy of security in public and nonpublic schools
in this Commonwealth;
(2) availability and access to firearms in this
Commonwealth;
(3) mental health restrictions on access to firearms in
this Commonwealth;
(4) allocation of law enforcement resources; and
(5) other matters the select committee deems necessary
to complete its study and report;
and be it further
RESOLVED, That the select committee be comprised of the
following members, to be appointed by the Majority and Minority
Leaders of the House of Representatives, in consultation with

committee chairs:
(1) three members of the Education Committee;
(2) three members of the Health Committee;
(3) three members of the Judiciary Committee; and
(4) two members of the Children and Youth Committee;
and be it further
RESOLVED, That the select committee elect a chairperson from
among its appointed members; and be it further
RESOLVED, That the first meeting of the select committee be
convened within 15 days of the adoption of this resolution; and
be it further
RESOLVED, That the select committee hold hearings, take
testimony and make its investigation at the places it deems
necessary in this Commonwealth; and be it further
RESOLVED, That the ordinary and reasonable expenses incurred
by the select committee be paid from accounts under the control
of the Chief Clerk of the House of Representatives; and be it
further
RESOLVED, That the select committee submit a report of its
findings together with its recommendations for any appropriate
legislation or other action to the House of Representatives
within three months of the adoption of this resolution.
