A RESOLUTION
Honoring the life and achievements of Jack Kemp.
WHEREAS, Jack Kemp, pro football player, congressman, cabinet
secretary and vice-presidential candidate, was born in Los
Angeles, California, on July 13, 1935; and
WHEREAS, Mr. Kemp served in the United States Army Reserve;
and
WHEREAS, Mr. Kemp graduated from Occidental College in 1957
and married Joanne Main, his college sweetheart; and
WHEREAS, Before entering politics, Mr. Kemp was a
professional quarterback for 13 years, playing with the National
Football League and the Canadian Football League and becoming a
star in the American Football League; and
WHEREAS, Mr. Kemp spent the 1957 football season with the
Pittsburgh Steelers; and
WHEREAS, Mr. Kemp served nine terms as Congressman for the

31st Congressional District from western New York; and
WHEREAS, An advocate of the long-term freedom and prosperity
of Poland, Mr. Kemp fought to free people in Poland by
sponsoring a bill that authorized the use of a portion of the
Economic Support Fund money for agricultural activities in
Poland and introducing a joint resolution in 1987 that
specifically provided aid to the Polish independent trade union
organization, Solidarity; and
WHEREAS, A Republican, Mr. Kemp served as Secretary of
Housing and Urban Development in the George H. W. Bush
administration; and
WHEREAS, Mr. Kemp advocated low taxes and supply-side
policies throughout his political career; and
WHEREAS, Mr. Kemp is notable as an influence with the Reagan
agenda and architect of the Economic Recovery Tax Act of 1981;
and
WHEREAS, After his political career, Mr. Kemp served on the
board of corporate and nonprofit organizations and authored,
coauthored and edited several books; and
WHEREAS, On May 2, 2009, Mr. Kemp died at his home in
Bethesda, Maryland; and
WHEREAS, Mr. Kemp's wife of 50 years, four children and 17
grandchildren survive him; and
WHEREAS, President Barack Obama posthumously awarded Mr. Kemp
the Presidential Medal of Freedom in 2009; and
WHEREAS, Jack Kemp Awards are given to work force housing
developments that represent outstanding achievements in several
areas: innovative financing, unique construction methodologies,
strong public/private partnerships and replicability to achieve
affordability; and

WHEREAS, The Century Building in Pittsburgh, Pennsylvania,
was one of the three recipients of the 2012 Jack Kemp Awards;
therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania honor the life and achievements of
Jack Kemp and extend condolences to his family, friends and
admirers; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the family of Jack Kemp.
