A RESOLUTION
Designating the week of April 23 through 29, 2017, as
"Pennsylvania Home Visitation and Family Support Week" in
Pennsylvania.
WHEREAS, All young children and their families deserve the
same opportunities to succeed regardless of demographic,
geographic or economic considerations; and
WHEREAS, Parents are a child's first and most influential
teacher; and
WHEREAS, A child's early years of life are critical for
optimal development and provide the foundation for success in
school; and
WHEREAS, Established and emerging research is the basis of
parent education and family support curricula, training,
materials and services; and
WHEREAS, Early Head Start, Healthy Families America, Nurse-
Family Partnership and Parents as Teachers are federally
recognized as evidence-based model programs meeting rigorous

standards for effectiveness; and
WHEREAS, Pennsylvania evidence-based home visiting programs
may be a part of health, education, human service and family
center organizations and are effective early childhood, parent
education and family support programs serving families
throughout pregnancy until the completion of a child's first
year of school; and
WHEREAS, These model programs and family center organizations
promote the protective factors that keep families strong by
increasing parent knowledge and practices, providing early
detection of developmental delays and health issues, preventing
child abuse and neglect, meeting concrete needs, increasing
children's school readiness and school success, connecting
families with each other and increasing family involvement and
leadership in the community; and
WHEREAS, The four evidence-based home visiting programs
served 12,161 families in this Commonwealth in 2015-2016 through
multiple funding sources in nearly every county and provided
additional Family Center supportive services to hundreds more
families; and
WHEREAS, These evidence-based model programs, through their
strength-based work with families and in Family Center settings,
support families in achieving economic stability, healthy
children in healthy homes and school readiness of children;
therefore be it
RESOLVED, That the House of Representatives designate the
week of April 23 through 29, 2017, as "Pennsylvania Home
Visitation and Family Support Week" in Pennsylvania.
