A RESOLUTION
Designating the month of February 2017 as "Teen Dating and
Violence Awareness and Prevention Month" in Pennsylvania.
WHEREAS, Teen dating violence is widespread, affecting
individuals, families and schools; and
WHEREAS, Teen dating violence includes physical, emotional
and sexual assault and harassment via texting, e-mail or instant
messaging; and
WHEREAS, Violent behavior on average begins between 12 and 18
years of age; and
WHEREAS, Nearly 1.5 million high school students nationwide
experience physical abuse from a dating partner each year; and
WHEREAS, Girls and young women between 16 and 24 years of age
experience the highest rate of violence, nearly triple the
national average; and
WHEREAS, Not only does this affect adolescents and high
school students, violence also affects approximately 43% of

college women who are dating; and
WHEREAS, Violent relationships can have serious ramifications
by placing the victims at higher risk for substance abuse,
eating disorders, risky sexual behavior, further domestic
violence and suicide; and
WHEREAS, Despite the fact that 82% of parents believe they
could recognize the signs of dating abuse, 58% could not
correctly identify all the warning signs; and
WHEREAS, The Love is Not Abuse iPhone app is an educational
resource for parents and provides information on teen dating
violence and abuse; and
WHEREAS, The Circle of 6 app is an iPhone app for college-
aged students and their friends to stay close, stay safe and
prevent violence before it happens; and
WHEREAS, The One Love Foundation's apps help the individual
determine if a relationship is unsafe and help to create the
best action plan; and
WHEREAS, Numerous organizations provide direct services to
those who experience dating violence, including the National
Dating Abuse 24-hour Helpline and Break the Cycle, national
nonprofit organizations providing preventive education and
outreach; and
WHEREAS, Everyone can help reduce this violence by raising
awareness and speaking up about abuse when they see it;
therefore be it
RESOLVED, That the House of Representatives designate the
month of February 2017 as "Teen Dating and Violence Awareness
and Prevention Month" in Pennsylvania to spread awareness
regarding teen dating abuse.
