AN ACT
Providing for budget negotiations during a budget impasse.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Budget
Impasse Negotiation Act.
Section 2. Budget negotiations during impasse.
(a) Negotiations.--If a general appropriation act is not
adopted by the General Assembly, signed by the Governor and
enacted into law for the ensuing fiscal year, the following
individuals or their designees shall negotiate the general
appropriation act beginning June 30 in accordance with this
section:
(1) The Governor.
(2) The Secretary of the Budget.
(3) The President pro tempore of the Senate.
(4) The Majority Leader and Minority Leader of the

Senate.
(5) The chairperson and minority chairperson of the
Appropriations Committee of the Senate.
(6) The Speaker of the House of Representatives.
(7) The Majority Leader and Minority Leader of the House
of Representatives.
(8) The chairperson and minority chairperson of the
Appropriations Committee of the House of Representatives.
(b) Meetings.--The individuals specified under subsection
(a) or their designees shall meet each day during the
negotiating period in a designated area.
(c) Lodging.--
(1) During the negotiating period, the individuals
specified under subsection (a) or their designees shall lodge
in a location of close proximity to the area designated for
negotiating the general appropriation act.
(2) The Pennsylvania State Police shall provide
transportation as needed for the individuals specified under
subsection (a) or their designees to ensure negotiations
occur as scheduled.
(d) Report.--If no agreement is made on the general
appropriation act by July 7, the individuals specified under
subsection (a) or their designees shall compile and submit a
report on the progress of the negotiations to the General
Assembly every seven days until an agreement is made.
Section 3. Effective date.
This act shall take effect in 60 days.
