AN ACT
Authorizing, with the approval of the electors, part of the
funds for volunteer fire and volunteer emergency services to
be used for loans to municipal fire departments for the
purpose of establishing or modernizing facilities to house
firefighting apparatus equipment and purchasing firefighting
apparatus equipment, rescue vehicles and protective and
communications equipment and other equipment necessary for
the proper performance of the departments' duties.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Referendum.
The question of using the sum of up to $10,000,000 from money
previously authorized for volunteer fire and volunteer emergency
services for loans to municipal fire departments for the purpose
of establishing or modernizing facilities to house firefighting
apparatus equipment and purchasing firefighting apparatus
equipment, rescue vehicles and protective and communications
equipment and other equipment necessary for the proper
performance of the departments' duties shall be submitted to the
electors at the next primary, municipal or general election

following the effective date of this act.
Section 2. Certification.
The Secretary of the Commonwealth shall certify the question
to the county boards of election.
Section 3. Form of question.
The question shall be in substantially the following form:
Do you favor the use of up to $10,000,000 previously
authorized for volunteer fire and volunteer emergency
services to also be used for loans to municipal fire
departments for the purpose of establishing or modernizing
facilities to house firefighting apparatus equipment and
purchasing firefighting apparatus equipment, rescue vehicles
and protective and communications equipment and other
equipment necessary for the proper performance of the
departments' duties?
Section 4. Conduct of election.
The election shall be conducted in accordance with the act of
June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania
Election Code.
Section 5. Use of bond proceeds.
Proceeds of borrowing shall be used to include loans to
municipal fire departments by expanding the existing program
established under 35 Pa.C.S. Ch. 73 Subch. E (relating to
volunteer fire company, ambulance service and rescue squad
assistance).
Section 6. Effective date.
This act shall take effect immediately.
