A RESOLUTION
Designating the month of October 2016 as "Bullying Awareness
Month" in Pennsylvania.
WHEREAS, Bullying is intentional, repeated behavior by one or
more people that can harm others physically and emotionally; and
WHEREAS, Bullying is a type of abuse which can take many
forms and crosses all classes, ages, religions and areas without
discrimination; and
WHEREAS, The Center for Schools and Communities examined
bullying levels in grades 3 through 12 in 25 counties and
reported that bullying is most common during elementary and
middle school years but also occurs in high school; and
WHEREAS, A Pennsylvania Commission on Crime and Delinquency
Pennsylvania Youth Survey (PAYS) found that 12.1% of
Pennsylvania students reported that other students have used the
Internet or a cell phone to threaten or embarrass them; and
WHEREAS, The PAYS survey found that 15% of 10th graders
report being sexually harassed online; and

WHEREAS, The Office of Juvenile Justice and Delinquency
Prevention reported that among children and youths who are 17
years of age or younger approximately 1 in 5 reported being
physically bullied and approximately 3 in 10 reported being
teased or emotionally bullied in their lifetime; and
WHEREAS, The Workplace Bullying Institute reports that up to
one-third of workers may be victims of bullying in the
workplace; and
WHEREAS, In a 2015 Centers for Disease Control and Prevention
study of youths in grades 9 through 12, 20% of students reported
being bullied on school property in the previous 12 months;
therefore be it
RESOLVED, That the Senate designate the month of October 2016
as "Bullying Awareness Month" in Pennsylvania.
