A RESOLUTION
Recognizing the week of May 3 through 9, 2015, as "National
Arson Awareness Week" in Pennsylvania.
WHEREAS, According to the United States Fire Administration
in a report covering the period 2010 through 2012, an estimated
17,400 fires were set intentionally in residential buildings
each year, resulting in 275 civilian deaths, 800 civilian
injuries and $513 million in property loss each year; and
WHEREAS, For this same time period, an estimated 9,000
intentionally set fires occurred in nonresidential buildings
each year, resulting in $282 million in property loss; and
WHEREAS, According to the Federal Bureau of Investigation,
over the last five years an average of 53,127 arsons were
reported with an average loss of $15,086 per incident; and
WHEREAS, The theme for this year's "National Arson Awareness
Week" is "Accelerant Detection Canines - Sniffing Out Arson";
and
WHEREAS, Accelerant detection canines can cover an entire

fire scene within 30 minutes; and
WHEREAS, On average, three canine-team-collected lab samples
are needed to identify a fire accelerant, versus 20 samples
collected by a human alone; and
WHEREAS, The use of accelerant detection canines by fire
departments reduces expenditures, speeds up investigations and
results in higher conviction rates; and
WHEREAS, This year's "National Arson Awareness Week" will
focus on the value and contribution accelerant detection canines
make to fire departments, law enforcement agencies and their
communities; therefore be it
RESOLVED, That the Senate recognize the week of May 3 through
9, 2015, as "National Arson Awareness Week" in Pennsylvania; and
be it further
RESOLVED, That the Senate pay special tribute to all fire and
law enforcement investigative agencies for their dedicated
and tireless service.
