AN ACT

 

1Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2Statutes, in registration of vehicles, providing for<- 
3Pennsylvania hunting heritage plates and, for special plates 
4for recipients of Combat Infantry Badge; further providing 
5for special plates for individuals in the service of the 
6United States Merchant Marine; <-further providing for period 
7of registration, for person with disability plate and 
8placard, for antique, classic and collectible plates, <-for 
9veteran plates and placard, for special plates for recipients 
10of Purple Heart, for special plates for Pearl Harbor 
11survivors, for special plates for veterans of Korean War, for 
12special plates for recipients of Korean Defense Service 
13Medal, for special plates for veterans of Persian Gulf War, 
14for wild resource conservation plate, for Appalachian Trail 
15organization registration plates and for preserve our 
16heritage registration plate, providing for Pennsylvania 
17Monuments registration plate <-and for United States Olympic 
18plate, further providing for zoological plate, providing for 
19Pennsylvania Hunting Heritage registration plates, further 
20providing for special plates for recipients of Expeditionary 
21Forces Medal, for special plates for World War II veterans, 
22for special plates for individuals in the service of the 
23United States Merchant Marine, for special plates for 
24steelworkers, for special plates for veterans of Vietnam 
25Conflict, for Operation Iraqi Freedom veterans plate, for
26Operation Enduring Freedom veterans plate, for special plates 
27for veterans, for Gold Star Family plate, for special plates 
28for United States military airborne units, and providing for 
29special plates for recipients of <-Combat Infantry Badge Combat 
30Action Badge, Combat Infantryman Badge, Combat Action Ribbon,
 

1Combat Action Medal or Combat Medical Badge and for Special 
2"In God We Trust" plates; and, in fees, further providing for 
3payments to special funds <-personal registration plates.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:

6Section 1. Title 75 of the Pennsylvania Consolidated<-
7Statutes is amended by adding a section to read:

8§ 1355.1. Pennsylvania hunting heritage plate.

9The department, in consultation with the Pennsylvania Game
10Commission, shall design a hunting heritage plate. Upon
11application of any person, accompanied by a fee of $35 which
12shall be in addition to the annual registration fee, the
13department shall issue the plate for a passenger car, motor
14home, trailer or truck with a registered gross weight of not
15more than 14,000 pounds. Fifteen dollars of the fee shall be
16deposited into the Pennsylvania Hunting Heritage Fund and
17expended as provided in section 1905(d) (relating to payments to
18special funds).

19SECTION 1.<- Sections 1307(a.1), 1338(a), 1340(A.1)(2),
201342(a), (c) and (d), 1346, 1348, 1350, 1350.1, 1351 and 1352
21of Title 75 of the Pennsylvania Consolidated Statutes are 
22amended to read:

23§ 1307. Period of registration.

24* * *

25(a.1) Seasonal registration.--Upon application on a form
26prescribed by the department, the owner or lessee of a passenger
27car, recreational motor vehicle, motorcycle, truck or farm
28vehicle which does not have a gross vehicle weight rating of
29more than [10,000] 14,000 pounds may register the vehicle with
30the department for a period of successive months of less than
31one year. The applicant shall specify the period of months

1during which the vehicle shall be registered. Except when the
2department initially converts a currently valid annual
3registration to a seasonal registration, the annual fee
4prescribed for the vehicle by Chapter 19 (relating to fees)
5shall be paid in full by the applicant regardless of the number
6of months chosen for registration by the applicant. Upon receipt
7of the appropriate fee and the properly completed form,
8including all information required by this chapter, the
9department shall issue a seasonal registration that shall expire
10on the last day of the expiration month chosen by the
11registrant. No insurer of a vehicle belonging to any owner or
12lessee who obtains a seasonal registration and who applies for
13or receives a reduced automobile insurance premium on account
14thereof shall be required to provide any contractual coverage,
15whether in the form of the provision of a defense or the payment
16of first-party or third-party benefits or otherwise, to the
17owner or lessee in connection with any event occurring during
18that part of the year in which the vehicle is not registered;
19and such owner or lessee shall be treated for all purposes,
20including, without limitation, ascertaining rights to stack
21coverages and to uninsured and underinsured motorist coverage,
22as a person who does not own that vehicle and has no duty to
23carry financial responsibility on it for that part of the year.

25§ 1338. Person with disability plate and placard.

26(a) Person with disability plate.--On the application of any
27person who:

28(1) is blind;

29(2) does not have full use of an arm or both arms;

30(3) cannot walk 200 feet without stopping to rest;

1(4) cannot walk without the use of, or assistance from,
2a brace, cane, crutch, another person, prosthetic device,
3wheelchair or other assistive device;

4(5) is restricted by lung disease to such an extent that
5the person's forced (respiratory) expiratory volume for one
6second, when measured by spirometry, is less than one liter
7or the arterial oxygen tension is less than 60 mm/hg on room
8air at rest;

9(6) uses portable oxygen;

10(7) has a cardiac condition to the extent that the
11person's functional limitations are classified in severity as
12Class III or Class IV according to the standards set by the
13American Heart Association;

14(8) is severely limited in his or her ability to walk
15due to an arthritic, neurological or orthopedic condition; or

16(9) is a person in loco parentis of a person specified
17in paragraph (1), (2), (3), (4), (5), (6), (7) or (8);

18the department shall issue a special registration plate
19for one passenger car or truck with a registered gross weight
20of not more than [10,000] 14,000 pounds, designating the
21vehicle so licensed as being used by a person with a
22disability. Special plates for persons with disabilities may
23also be issued for vehicles operated exclusively for the use
24and benefit of persons with disabilities. In the case of a
25motorcycle, the department shall issue a decal containing the
26international symbol for access for persons with disabilities
27for display on the registration plate.

29§ 1340. Antique, classic and collectible plates.

1(a.1) Vintage registration plates.--In lieu of a special
2plate issued under subsection (a), the owner of an antique or
3classic motor vehicle may request permission from the department
4to display a vintage registration plate from the model year of
5the motor vehicle. The vintage registration plate shall be:

7(2) A Pennsylvania registration plate issued between the
8years 1906 and [1975] 1976.

10§ 1342. Veteran plates and placard.

11(a) Severely disabled veteran plate.--On the application of
12a veteran whose service-connected disability is certified at
13100% by the service unit of the armed forces in which the
14veteran served or by the United States Veterans' Administration
15or who has a service-connected disability of the type enumerated
16in section 1338 (relating to person with disability plate and
17placard), the department shall issue a special registration
18plate designating the vehicle as belonging to a severely
19disabled veteran. The registration plate shall have a white
20background, shall have blue numbers or letters as the department
21may determine, shall have the words "disabled veteran" in at
22least ten-point bold type inscribed in red at the bottom of the
23plate and shall include the international symbol for access for
24persons with disabilities. [Only one] A special registration
25plate [shall be] issued to a veteran under this section[. It]
26may be used only on a passenger car or truck with a registered
27gross weight of not more than [10,000] 14,000 pounds. In the
28case of a motorcycle, the department shall issue a decal
29containing the international symbol for access for persons with
30disabilities and the words "disabled veteran" for display on the

1registration plate.

3(c) Disabled veteran plates.--On the application of any
4veteran having a disability certified by the service unit of the
5armed forces in which the veteran served or by the United States
6Veterans' Administration as service-connected, the department
7shall issue a special registration plate designating the vehicle
8as belonging to a disabled veteran. The registration plate shall
9have a white background, shall have numbers or letters as the
10department may determine and shall have the words "disabled
11veteran" in at least ten-point bold type inscribed at the bottom
12of the plate. [Only one] A special registration plate [shall be]
13issued to a veteran under this section[. It] may be used only on
14a passenger car or truck with a registered gross weight of not
15more than [10,000] 14,000 pounds.

16(d) Prisoner of war plate.--On the application of an ex-
17prisoner of war whose imprisonment while in the service of the
18armed forces of the United States is certified by the
19appropriate branch of the armed forces, the department shall
20issue a special registration plate designating the vehicle as
21belonging to an ex-prisoner of war. The registration plate shall
22contain the letters "POW" and such other numbers or letters as
23the department may determine and shall have the words "prisoner
24of war" in at least ten-point bold type inscribed at the bottom
25of the plate. [Only one] A special registration plate [shall be]
26issued to an ex-prisoner of war under this subsection[. The
27special registration plate] may be used only on a passenger car
28or truck with a registered gross weight of not more than
29[10,000] 14,000 pounds.

1§ 1346. Special plates for recipients of Purple Heart.

2Upon application of any person who is a recipient of the
3Purple Heart, the department shall issue to such person a
4special registration plate designating the vehicle so licensed
5as belonging to a person who is a recipient of the Purple Heart.
6A severely disabled veteran, as described in section 1342(a)
7(relating to veteran plates and placard), who is qualified to
8receive a plate under this section may also elect to receive a
9placard under section 1342(b). The special registration plate
10may be used only on a passenger car or truck with a registered
11gross weight of not more than [10,000] 14,000 pounds.

12§ 1348. Special plates for Pearl Harbor survivors.

13Upon application of any person who is a survivor of Pearl
14Harbor, accompanied by a fee of $20 which shall be in addition
15to the annual registration fee and by such documentation as the
16department shall require, the department shall issue to such
17person a special registration plate designating the vehicle so
18licensed as belonging to a person who is a survivor of Pearl
19Harbor. The special registration plate may be used only on a
20passenger car or truck with a registered gross weight of not
21more than [10,000] 14,000 pounds.

22§ 1350. Special plates for veterans of Korean War.

23Upon application of any person who is a veteran of the Korean
24War, accompanied by a fee of $20, which shall be in addition to
25the annual registration fee, and by such documentation as the
26department shall require, the department shall issue to the
27person a special registration plate designating the vehicle so
28licensed as belonging to a person who is a veteran of the Korean
29War. The special registration plate may be used only on a
30passenger car or truck with a registered gross weight of not

1more than [10,000] 14,000 pounds.

2§ 1350.1. Special plates for recipients of Korean Defense
3Service Medal.

4Upon application of any person who is a recipient of the
5Korean Defense Service Medal, accompanied by a fee of $20 which
6shall be in addition to the annual registration fee and by such
7documentation as the department shall require, the department
8shall issue to the person a special registration plate
9designating the vehicle so licensed as belonging to a person who
10is a recipient of the Korean Defense Service Medal. The
11department shall design and produce the special registration
12plate. The special registration plate may be used only on a
13passenger car or truck with a registered gross weight of not
14more than [10,000] 14,000 pounds.

15§ 1351. Special plates for veterans of Persian Gulf War.

16Upon application of any person who is a veteran of the
17Persian Gulf War, accompanied by a fee of $20, which shall be in
18addition to the annual registration fee, and by such
19documentation as the department shall require, the department
20shall issue to the person a special registration plate
21designating the vehicle so licensed as belonging to a person who
22is a veteran of the Persian Gulf War. The special registration
23plate may be used only on a passenger car or truck with a
24registered gross weight of not more than [10,000] 14,000 pounds.

25§ 1352. Wild resource conservation plate.

26The department, in consultation with the Wild Resource
27Conservation Board, shall design a special wild resource
28conservation registration plate. Upon application of any person,
29accompanied by a fee of $35 which shall be in addition to the
30annual registration fee, the department shall issue the plate

1for a passenger car, motor home, trailer or truck with a
2registered gross weight of not more than [10,000] 14,000 pounds.
3The Wild Resource Conservation Fund shall receive $15 of each
4additional fee for this plate.

5section 2. section 1352.1(a) of Title 75, amended March 19,
62014 (p.l.361, no.23), is amended to read:

7§ 1352.1. Appalachian Trail organization registration plates.

8(a) General rule.--The department, in consultation with the
9Appalachian Trail Conservancy, shall design a special
10Appalachian Trail organization registration plate. The plate, at
11a minimum, shall contain the image of a hiker and the
12Appalachian Trail Conservancy logo and distinctive coloring. The
13Appalachian Trail Conservancy may charge a fee for the
14authorization to request the registration plate. Upon request by
15the applicant, the department shall issue the plate for a
16passenger car or truck with a registered gross weight of not
17more than 14,000 pounds or a motor home. The fee provided under
18section [1931] 1931(b) (relating to personal and organization
19registration plates) shall apply.

21section 3. section 1353 of title 75, amended november 25,
222013 (p.l.974, no.89), is amended to read:

23§ 1353. Preserve our heritage registration plate.

24The department, in consultation with the Pennsylvania
25Historical and Museum Commission, shall design a special
26preserve our heritage registration plate. Upon receipt of an
27application, accompanied by a fee of $54 which shall be in
28addition to the annual registration fee, the department shall
29issue the plate for a passenger car, motor home, trailer or
30truck with a registered gross weight of not more than [10,000]

114,000 pounds. The Historical Preservation Fund shall receive
2$23 of each additional fee for this plate.

3SECTION 4. TITLE 75 IS AMENDED BY ADDING <-A SECTION sections
4TO READ:

5§ 1353.1. Pennsylvania Monuments registration plate.

6(a) Design.--The department shall design a Pennsylvania
7Monuments registration plate which shall have a replica of the
8Pennsylvania Memorial Monument at the Gettysburg National
9Military Park and shall display the words "Gettysburg 1863."

10(b) Application.--Upon application of any person,
11accompanied by a fee of $54 which shall be in addition to the
12annual registration fee, the department shall issue the
13registration plate under subsection (a) for a passenger car,
14motor home, trailer or truck with a registered gross weight of
15not more than 14,000 pounds.

16(c) Proceeds.--The Veterans' Trust Fund established under 51
17Pa.C.S. § 1721(c) (relating to Veterans' Trust Fund) shall
18receive $23 of the fee paid by the applicant for the
19registration plate under subsection (a).

20(d) Use of proceeds.--Proceeds under subsection (c) shall be
21used exclusively to provide grants to nonprofit organizations
22for the cleaning, repair and restoration of Pennsylvania
23monuments by the Gettysburg National Military Park. A grant
24under this subsection may not be used to pay for the cost of
25cleaning, repair or restoration of the grounds surrounding a
26Pennsylvania monument.

<-27§ 1354.1. United States Olympic plate.

28(a) General rule.--The department, in consultation with the
29United States Olympic Committee or its designees, shall design a
30special United States Olympic registration plate, which shall

1display the official United States Olympic Committee logo and
2wording, which indicates support for the advancement of
3excellence in amateur athletic competition in this Commonwealth.
4The United States Olympic Committee may charge a fee for the
5authorization to request the registration plate. Upon request by
6the applicant, the department shall issue the plate for a
7passenger car or truck with a registered gross weight of not
8more than 14,000 pounds or a motor home. The fee provided under
9section 1931(b) (relating to personal and organization
10registration plates) shall apply.

11(b) Proceeds.--It is the intent of the General Assembly that
12proceeds received by the United States Olympic Committee under
13this section are to be used exclusively to provide funding to
14one or more nonprofit organizations, as defined under section
15501(c)(3) of the Internal Revenue Code of 1986 (Public Law 99-
16514, 26 U.S.C. § 501(c)(3)), in this Commonwealth that focus on
17the advancement of excellence in amateur athletics.

18SECTION 5. section 1355 of title 75 is amended to read:

19§ 1355. Zoological plate.

20The department, in consultation with the Pennsylvania
21Zoological Council, shall design a special zoological
22registration plate. Upon application of any person, accompanied
23by a fee of $54 which shall be in addition to the annual
24registration fee, the department shall issue the plate for a
25passenger car, motor home, trailer or truck with a registered
26gross weight of not more than [10,000] 14,000 pounds. The
27Zoological Enhancement Fund shall receive $23 of the fee paid by
28the applicant for the plate.

29Section 6. Title 75 is amended by adding a section to read:

30§ 1355.1. Pennsylvania Hunting Heritage registration plates.

1(a) General rule.--The department, in consultation with the
2Pennsylvania Game Commission, shall design a special
3Pennsylvania Hunting Heritage registration plate. The
4Pennsylvania Game Commission shall charge a fee for the
5authorization to request the registration plate. Upon request by
6the applicant, the department shall issue the plate for a
7passenger car or truck with a registered gross weight of not
8more than 14,000 pounds or a motor home. The fee provided under
9section 1931(b) (relating to personal and organization
10registration plates) shall apply.

11(b) Proceeds.--Proceeds received by the Pennsylvania Game
12Commission under this section are to be used as follows:

13(1) Thirty-three percent shall be allocated to nonprofit
14organizations that coordinate the processing and distribution
15of donated wild game from hunters and municipal herd
16reduction sources to Pennsylvania residents through a
17distribution network of food banks in this Commonwealth.

<-18(2) Thirty-three percent shall be allocated to nonprofit
19organizations to promote sport hunting or the conservation
20and enhancement of game species in this Commonwealth.

21(3) Thirty-four percent shall be allocated for the
22promotion of youth hunting opportunities in this
23Commonwealth.

<-24(2) Sixty-seven percent shall be allocated as grants to
25nonprofit sportsmen's clubs and organizations to conduct
26activities that promote sport hunting, youth hunter education
27or the conservation and enhancement of game species in this
28Commonwealth for current and future generations of hunters.

29(c) Limitation.--A nonprofit organization may not use
30funding under this section for salaries or administrative

1expenses.

2(d) Expenditures.--Estimates of amounts to be expended under
3this subsection shall be submitted to the Governor by the
4Pennsylvania Game Commission for approval by the Governor.

<-5Section 2. Section 1357.1 of Title 75 is amended to read:

<-6Section 7. Sections 1356, 1357, 1357.1, 1359(a), 1360, 1362,
71363, 1364, 1365(a) and 1366.1 of Title 75 are amended to read:

8§ 1356. Special plates for recipients of Expeditionary Forces
9Medal.

10Upon application of any person who is a recipient of the
11Expeditionary Forces Medal, accompanied by a fee of $20 which
12shall be in addition to the annual registration fee and by such
13documentation as the department shall require, the department
14shall issue to such person a special registration plate
15designating the vehicle so registered as belonging to a person
16who is a recipient of the Expeditionary Forces Medal. The
17special registration plate may be used only on a passenger car
18or truck with a registered gross weight of not more than
19[10,000] 14,000 pounds.

20§ 1357. Special plates for World War II veterans.

21Upon application of any person who is a veteran of World War 
22II, accompanied by a fee of $20 which shall be in addition to 
23the annual registration fee and by such documentation as the 
24department shall require, the department shall issue to such 
25person a special registration plate carrying the symbol of a 
26ruptured duck designating the vehicle so registered as belonging 
27to a person who is a veteran of World War II. The special 
28registration plate may be used only on a passenger car or truck 
29with a registered gross weight of not more than [10,000] 14,000 
30pounds.

1§ 1357.1. Special plates for individuals in the service of the
2United States Merchant Marine.

3Upon application of any person who was in the service of the
4United States Merchant Marine during World War II, the Korean 
5War, the Vietnam Conflict or any of the Gulf Wars, including 
6Operation Desert Storm, Operation Iraqi Freedom and Operation 
7Desert Shield, accompanied by a fee of $20 which shall be in
8addition to the annual registration fee and by such
9documentation as the department shall require, the department
10shall issue to the person a special registration plate
11designating the vehicle so licensed as belonging to a person who
12was in the service of the United States Merchant Marine during
13World War II, the Korean War, the Vietnam Conflict or any of the 
14Gulf Wars, including Operation Desert Storm, Operation Iraqi 
15Freedom and Operation Desert Shield. The special registration
16plate may be used only on a passenger car or truck with a
17registered gross weight of not more than 14,000 pounds.

<-18§ 1359. Special plates for steelworkers.

19(a) General rule.--Upon application of any person who is a
20steelworker, accompanied by a fee of $20 which shall be in
21addition to the annual registration fee and by such
22documentation as the department shall require, the department
23shall issue to such person a special registration plate
24designating the vehicle so licensed as belonging to a person who
25is a steelworker. The special registration plate may be used
26only on a passenger car or a truck with a registered gross
27weight of not more than [10,000] 14,000 pounds. The plate shall
28bear the likeness of the official emblem of the American Iron
29and Steel Institute.

1§ 1360. Special plates for veterans of Vietnam Conflict.

2Upon application of any person who is a veteran of the
3Vietnam Conflict as that term is defined for the awarding of the
4Vietnam Service Medal, accompanied by a fee of $20 in addition
5to the annual registration fee and by such documentation as the
6department shall require, the department shall issue to the
7person a special registration plate designating the vehicle so
8licensed as belonging to a person who is a veteran of the
9Vietnam Conflict. The special registration plate may be used
10only on a passenger car or truck with a registered gross weight
11of not more than [10,000] 14,000 pounds.

12§ 1362. Operation Iraqi Freedom veterans plate.

13Upon application of any person who is a veteran of the
14liberation or occupation of Iraq, accompanied by a fee of $20
15which shall be in addition to the annual registration fee and by
16documentation as the department shall require, the department
17shall issue to the person a special registration plate
18designating the vehicle so licensed as belonging to a person who
19is a veteran of Operation Iraqi Freedom. The special
20registration plate may be used only on a passenger car or truck
21with a registered gross weight of not more than [10,000] 14,000 
22pounds.

23§ 1363. Operation Enduring Freedom veterans plate.

24Upon application of any person who is a veteran of the
25liberation or occupation of Afghanistan, accompanied by a fee of
26$20 which shall be in addition to the annual registration fee
27and by documentation as the department shall require, the
28department shall issue to the person a special registration
29plate designating the vehicle so licensed as belonging to a
30person who is a veteran of Operation Enduring Freedom. The

1special registration plate may be used only on a passenger car
2or truck with a registered gross weight of not more than
3[10,000] 14,000 pounds.

4§ 1364. Special plates for veterans.

5(a) Honorably discharged veterans.--Upon application of any
6person who is an honorably discharged veteran of the armed
7forces of the United States or a reserve component of the armed
8forces as defined in 51 Pa.C.S. § 7301 (relating to
9definitions), accompanied by a fee of $20 which shall be in
10addition to the annual registration fee and by such
11documentation as the department shall require, the department
12shall issue to the person a special registration plate
13designating the vehicle as belonging to a person who is a
14veteran of the armed forces of the United States. The special
15registration plate may be used only on a passenger car or truck
16with a registered gross weight of not more than [10,000] 14,000 
17pounds.

18(b) Honoring our veterans.--Upon application of any person, 
19accompanied by a fee of $35, which shall be in addition to the 
20annual registration fee and by such documentation as the 
21department shall require, the department shall issue to the 
22person a special registration plate designating the vehicle as 
23belonging to a person who is honoring veterans of the armed 
24forces of the United States. The special registration plate may 
25be used only on a passenger car or truck with a registered gross 
26weight of not more than [10,000] 14,000 pounds. The Veterans' 
27Trust Fund shall receive $15 of the fee paid by the applicant 
28for the plate.

29§ 1365. Gold Star Family plate.

30(a) General rule.--Upon application of a family member of a

1person who was killed while serving on active duty in the
2military, accompanied by a fee of $20 which shall be in addition
3to the annual registration fee and by such documentation as the
4department shall require, the department shall issue to the
5family member a special registration plate designating the
6vehicle so licensed as belonging to a family member of a person
7who was killed while serving on active duty in the military. The
8department shall design and produce the special registration
9plate carrying the Service Flag Gold Star rimmed with blue which
10represents sacrifice to the cause of liberty and freedom. The
11words "Gold Star Family" shall be clearly displayed along the
12bottom of the plate. The special registration plate may be used
13only on a passenger car or truck with a registered gross weight
14of not more than [10,000] 14,000 pounds.

16§ 1366.1. Special plates for United States military airborne
17units.

18(a) General rule.--Upon application of any person who is a
19veteran of or a member of a United States military airborne
20unit, accompanied by a fee of $20 which shall be in addition to
21the annual registration fee and by such documentation as the
22department shall require, the department shall issue to the
23person a special registration plate designating the vehicle so
24licensed as belonging to a person who is a veteran of or a
25member of a United States military airborne unit. The special
26registration plate may be used only on a passenger car or truck
27with a registered gross weight of not more than [10,000] 14,000 
28pounds. The department shall design and produce the special
29registration plate to display a set of jump wings and glider
30wings.

2Section 3 8. Title 75 is amended by adding <-a section 
3sections<- to read:

<-4§ 1369.1. Special plates for recipients of Combat Infantry
5Badge.

6Upon application of any person who is a recipient of the
7Combat Infantry Badge, accompanied by a fee of $20 which shall
8be in addition to the annual registration fee and by such
9documentation as the department shall require, the department
10shall issue to the person a special registration plate
11designating the vehicle so licensed as belonging to a person who
12is a recipient of the Combat Infantry Badge. The special
13registration plate may be used only on a passenger car or truck

<-15§ 1369.1. Special plates for recipients of Combat Action Badge,
16Combat Infantryman Badge, Combat Action Ribbon,
17Combat Action Medal or Combat Medical Badge.

18Upon application of any person who is a recipient of the
19Combat Action Badge, Combat Infantryman Badge, Combat Action
20Ribbon, Combat Action Medal or Combat Medical Badge accompanied
21by a fee of $20, which shall be in addition to the annual
22registration fee, and by such documentation as the department
23shall require, the department shall issue to the person a
24special registration plate designating the vehicle so licensed
25as belonging to a person who is a recipient of the Combat Action
26Badge, Combat Infantryman Badge, Combat Action Ribbon, Combat
27Action Medal or Combat Medical Badge. The special registration
28plate may be used only on a passenger car or truck with a
29registered gross weight of not more than 14,000 pounds.

<-30§ 1369.2. Special "In God We Trust" plates.

1Upon application of any person, accompanied by a fee of $20
2which shall be in addition to the annual registration fee, the
3department shall issue to the person a special "In God We Trust"
4registration plate. The special registration plate may be used
5only on a passenger car or truck with a registered gross weight
6of not more than 14,000 pounds.

<-7Section 4. Section 1905 of Title 75 is amended by adding a
8subsection to read:

9§ 1905. Payments to special funds.

11(d) Pennsylvania Hunting Heritage Fund.--Fifteen dollars of 
12each fee received under section 1355.1 (relating to Pennsylvania 
13hunting heritage plate) shall be credited to the Pennsylvania 
14Hunting Heritage Fund, established as follows:

15(1) There is hereby established a special account in the
16State Treasury which shall be known as the Pennsylvania
17Hunting Heritage Fund. The purpose of the Pennsylvania
18Hunting Heritage Fund is to provide funding to nonprofit
19organizations as defined under section 501(c)(3) of the
20Internal Revenue Code of 1986 (Public Law 99-514, 26 U.S.C. §
21501(c)(3)) that coordinate the processing and distribution of
22donated wild game from hunters and municipal herd reduction
23sources to Pennsylvania residents through a distribution
24network of food banks in this Commonwealth, provided that 50%
25of the money in the special account shall be allocated to
26nonprofit organizations established, prior to January 1,
272014, to conserve all birds and mammals of this Commonwealth
28and the ecosystems in which they live.

29(2) All moneys in the Pennsylvania Hunting Heritage Fund
30are hereby annually appropriated to the Pennsylvania Game

1Commission and may be expended for the purposes authorized
2under this subsection.

3(3) Estimates of amounts to be expended under this
4subsection shall be submitted to the Governor by the
5Pennsylvania Game Commission for his approval.

6(4) The State Treasurer shall not honor any requisition
7for expenditures by the Pennsylvania Game Commission in
8excess of estimates approved by the Governor or in excess of
9the amount available for the purposes for which the
10requisition was made, whichever is the lesser amount.

<-11Section 9. Section 1931 of Title 75, amended November 25,
122013 (P.L.974, No.89), is amended to read:

13§ 1931. Personal and organization registration plates.

14(a) Personal registration plates.--The fee for issuance of a
15personal registration plate shall be $76 which shall be in
16addition to the annual registration fee. Only one payment of the
17issuance fee shall be charged for each personal registration
18plate issued or replaced.

19(b) Organization registration plates.--The fee for issuance
20of an organization registration plate shall be $25 which shall
21be in addition to the annual registration fee. Only one payment
22of the issuance fee shall be charged for each organization
23registration plate issued or replaced.

24Section 5. This act shall take effect in 120 days.<-

<-25SECTION 10. This act shall take effect as follows:

<-26(1) This section shall take effect immediately.

27(2) The amendment of 75 Pa.C.S. § 1352.1(a) shall take
28effect immediately.

<-29(1) (3) The amendment or addition of the following
30provisions shall take effect in 120 days:

1(i) 75 Pa.C.S. § 1353.1.

<-2(ii) 75 Pa.C.S. § 1354.1.

<-3(ii) (iii) 75 Pa.C.S. § 1355.1.

<-4(iii) (iv) 75 Pa.C.S. § 1357.1.

<-5(iv) (v) 75 Pa.C.S. § 1369.1.

6(v) (vi) 75 Pa.C.S. § <-1905(d) 1369.2.

<-7(2) (4) The remainder of this act shall take effect in
860 days.
