AN ACT

 

1Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2Statutes, in registration of vehicles, providing for<- 
3Pennsylvania hunting heritage plates and, for special plates 
4for recipients of Combat Infantry Badge; further providing 
5for special plates for individuals in the service of the 
6United States Merchant Marine; <-further providing for period 
7of registration, for person with disability plate and 
8placard, for antique, classic and collectible plates, for 
9special plates for recipients of Purple Heart, for special 
10plates for Pearl Harbor survivors, for special plates for 
11veterans of Korean War, for special plates for recipients of 
12Korean Defense Service Medal, for special plates for veterans 
13of Persian Gulf War, for wild resource conservation plate, 
14for Appalachian Trail organization registration plates and 
15for preserve our heritage registration plate, providing for 
16Pennsylvania Monuments registration plate, further providing 
17for zoological plate, providing for Pennsylvania Hunting 
18Heritage registration plates, further providing for special 
19plates for recipients of Expeditionary Forces Medal, for 
20special plates for World War II veterans, for special plates 
21for individuals in the service of the United States Merchant 
22Marine, for special plates for steelworkers, for special 
23plates for veterans of Vietnam Conflict, for Operation Iraqi 
24Freedom veterans plate, for Operation Enduring Freedom 
25veterans plate, for special plates for veterans, for Gold 
26Star Family plate, for special plates for United States 
27military airborne units, and providing for special plates for 
28recipients of Combat Infantry Badge and for Special "In God 
29We Trust" plates; and, in fees, further providing for 
30payments to special funds <-personal registration plates.

1The General Assembly of the Commonwealth of Pennsylvania
2hereby enacts as follows:

3Section 1. Title 75 of the Pennsylvania Consolidated<-
4Statutes is amended by adding a section to read:

5§ 1355.1. Pennsylvania hunting heritage plate.

6The department, in consultation with the Pennsylvania Game
7Commission, shall design a hunting heritage plate. Upon
8application of any person, accompanied by a fee of $35 which
9shall be in addition to the annual registration fee, the
10department shall issue the plate for a passenger car, motor
11home, trailer or truck with a registered gross weight of not
12more than 14,000 pounds. Fifteen dollars of the fee shall be
13deposited into the Pennsylvania Hunting Heritage Fund and
14expended as provided in section 1905(d) (relating to payments to
15special funds).

16SECTION 1.<- Sections 1307(a.1), 1338(a), 1340(A.1)(2),
171342(a), (c) and (d), 1346, 1348, 1350, 1350.1, 1351 and 1352
18of Title 75 of the Pennsylvania Consolidated Statutes are 
19amended to read:

20§ 1307. Period of registration.

21* * *

22(a.1) Seasonal registration.--Upon application on a form
23prescribed by the department, the owner or lessee of a passenger
24car, recreational motor vehicle, motorcycle, truck or farm
25vehicle which does not have a gross vehicle weight rating of
26more than [10,000] 14,000 pounds may register the vehicle with
27the department for a period of successive months of less than
28one year. The applicant shall specify the period of months
29during which the vehicle shall be registered. Except when the
30department initially converts a currently valid annual

1registration to a seasonal registration, the annual fee
2prescribed for the vehicle by Chapter 19 (relating to fees)
3shall be paid in full by the applicant regardless of the number
4of months chosen for registration by the applicant. Upon receipt
5of the appropriate fee and the properly completed form,
6including all information required by this chapter, the
7department shall issue a seasonal registration that shall expire
8on the last day of the expiration month chosen by the
9registrant. No insurer of a vehicle belonging to any owner or
10lessee who obtains a seasonal registration and who applies for
11or receives a reduced automobile insurance premium on account
12thereof shall be required to provide any contractual coverage,
13whether in the form of the provision of a defense or the payment
14of first-party or third-party benefits or otherwise, to the
15owner or lessee in connection with any event occurring during
16that part of the year in which the vehicle is not registered;
17and such owner or lessee shall be treated for all purposes,
18including, without limitation, ascertaining rights to stack
19coverages and to uninsured and underinsured motorist coverage,
20as a person who does not own that vehicle and has no duty to
21carry financial responsibility on it for that part of the year.

23§ 1338. Person with disability plate and placard.

24(a) Person with disability plate.--On the application of any
25person who:

26(1) is blind;

27(2) does not have full use of an arm or both arms;

28(3) cannot walk 200 feet without stopping to rest;

29(4) cannot walk without the use of, or assistance from,
30a brace, cane, crutch, another person, prosthetic device,

1wheelchair or other assistive device;

2(5) is restricted by lung disease to such an extent that
3the person's forced (respiratory) expiratory volume for one
4second, when measured by spirometry, is less than one liter
5or the arterial oxygen tension is less than 60 mm/hg on room
6air at rest;

7(6) uses portable oxygen;

8(7) has a cardiac condition to the extent that the
9person's functional limitations are classified in severity as
10Class III or Class IV according to the standards set by the
11American Heart Association;

12(8) is severely limited in his or her ability to walk
13due to an arthritic, neurological or orthopedic condition; or

14(9) is a person in loco parentis of a person specified
15in paragraph (1), (2), (3), (4), (5), (6), (7) or (8);

16the department shall issue a special registration plate
17for one passenger car or truck with a registered gross weight
18of not more than [10,000] 14,000 pounds, designating the
19vehicle so licensed as being used by a person with a
20disability. Special plates for persons with disabilities may
21also be issued for vehicles operated exclusively for the use
22and benefit of persons with disabilities. In the case of a
23motorcycle, the department shall issue a decal containing the
24international symbol for access for persons with disabilities
25for display on the registration plate.

27§ 1340. Antique, classic and collectible plates.

29(a.1) Vintage registration plates.--In lieu of a special
30plate issued under subsection (a), the owner of an antique or

1classic motor vehicle may request permission from the department
2to display a vintage registration plate from the model year of
3the motor vehicle. The vintage registration plate shall be:

5(2) A Pennsylvania registration plate issued between the
6years 1906 and [1975] 1976.

8§ 1342. Veteran plates and placard.

9(a) Severely disabled veteran plate.--On the application of
10a veteran whose service-connected disability is certified at
11100% by the service unit of the armed forces in which the
12veteran served or by the United States Veterans' Administration
13or who has a service-connected disability of the type enumerated
14in section 1338 (relating to person with disability plate and
15placard), the department shall issue a special registration
16plate designating the vehicle as belonging to a severely
17disabled veteran. The registration plate shall have a white
18background, shall have blue numbers or letters as the department
19may determine, shall have the words "disabled veteran" in at
20least ten-point bold type inscribed in red at the bottom of the
21plate and shall include the international symbol for access for
22persons with disabilities. [Only one] A special registration
23plate [shall be] issued to a veteran under this section[. It]
24may be used only on a passenger car or truck with a registered
25gross weight of not more than [10,000] 14,000 pounds. In the
26case of a motorcycle, the department shall issue a decal
27containing the international symbol for access for persons with
28disabilities and the words "disabled veteran" for display on the
29registration plate.

1(c) Disabled veteran plates.--On the application of any
2veteran having a disability certified by the service unit of the
3armed forces in which the veteran served or by the United States
4Veterans' Administration as service-connected, the department
5shall issue a special registration plate designating the vehicle
6as belonging to a disabled veteran. The registration plate shall
7have a white background, shall have numbers or letters as the
8department may determine and shall have the words "disabled
9veteran" in at least ten-point bold type inscribed at the bottom
10of the plate. [Only one] A special registration plate [shall be]
11issued to a veteran under this section[. It] may be used only on
12a passenger car or truck with a registered gross weight of not
13more than [10,000] 14,000 pounds.

14(d) Prisoner of war plate.--On the application of an ex-
15prisoner of war whose imprisonment while in the service of the
16armed forces of the United States is certified by the
17appropriate branch of the armed forces, the department shall
18issue a special registration plate designating the vehicle as
19belonging to an ex-prisoner of war. The registration plate shall
20contain the letters "POW" and such other numbers or letters as
21the department may determine and shall have the words "prisoner
22of war" in at least ten-point bold type inscribed at the bottom
23of the plate. [Only one] A special registration plate [shall be]
24issued to an ex-prisoner of war under this subsection[. The
25special registration plate] may be used only on a passenger car
26or truck with a registered gross weight of not more than
27[10,000] 14,000 pounds.

29§ 1346. Special plates for recipients of Purple Heart.

30Upon application of any person who is a recipient of the

1Purple Heart, the department shall issue to such person a
2special registration plate designating the vehicle so licensed
3as belonging to a person who is a recipient of the Purple Heart.
4A severely disabled veteran, as described in section 1342(a)
5(relating to veteran plates and placard), who is qualified to
6receive a plate under this section may also elect to receive a
7placard under section 1342(b). The special registration plate
8may be used only on a passenger car or truck with a registered
9gross weight of not more than [10,000] 14,000 pounds.

10§ 1348. Special plates for Pearl Harbor survivors.

11Upon application of any person who is a survivor of Pearl
12Harbor, accompanied by a fee of $20 which shall be in addition
13to the annual registration fee and by such documentation as the
14department shall require, the department shall issue to such
15person a special registration plate designating the vehicle so
16licensed as belonging to a person who is a survivor of Pearl
17Harbor. The special registration plate may be used only on a
18passenger car or truck with a registered gross weight of not
19more than [10,000] 14,000 pounds.

20§ 1350. Special plates for veterans of Korean War.

21Upon application of any person who is a veteran of the Korean
22War, accompanied by a fee of $20, which shall be in addition to
23the annual registration fee, and by such documentation as the
24department shall require, the department shall issue to the
25person a special registration plate designating the vehicle so
26licensed as belonging to a person who is a veteran of the Korean
27War. The special registration plate may be used only on a
28passenger car or truck with a registered gross weight of not
29more than [10,000] 14,000 pounds.

30§ 1350.1. Special plates for recipients of Korean Defense

1Service Medal.

2Upon application of any person who is a recipient of the
3Korean Defense Service Medal, accompanied by a fee of $20 which
4shall be in addition to the annual registration fee and by such
5documentation as the department shall require, the department
6shall issue to the person a special registration plate
7designating the vehicle so licensed as belonging to a person who
8is a recipient of the Korean Defense Service Medal. The
9department shall design and produce the special registration
10plate. The special registration plate may be used only on a
11passenger car or truck with a registered gross weight of not
12more than [10,000] 14,000 pounds.

13§ 1351. Special plates for veterans of Persian Gulf War.

14Upon application of any person who is a veteran of the
15Persian Gulf War, accompanied by a fee of $20, which shall be in
16addition to the annual registration fee, and by such
17documentation as the department shall require, the department
18shall issue to the person a special registration plate
19designating the vehicle so licensed as belonging to a person who
20is a veteran of the Persian Gulf War. The special registration
21plate may be used only on a passenger car or truck with a
22registered gross weight of not more than [10,000] 14,000 pounds.

23§ 1352. Wild resource conservation plate.

24The department, in consultation with the Wild Resource
25Conservation Board, shall design a special wild resource
26conservation registration plate. Upon application of any person,
27accompanied by a fee of $35 which shall be in addition to the
28annual registration fee, the department shall issue the plate
29for a passenger car, motor home, trailer or truck with a
30registered gross weight of not more than [10,000] 14,000 pounds.

1The Wild Resource Conservation Fund shall receive $15 of each
2additional fee for this plate.

3section 2. section 1352.1(a) of Title 75, amended March 19,
42014 (p.l.361, no.23), is amended to read:

5§ 1352.1. Appalachian Trail organization registration plates.

6(a) General rule.--The department, in consultation with the
7Appalachian Trail Conservancy, shall design a special
8Appalachian Trail organization registration plate. The plate, at
9a minimum, shall contain the image of a hiker and the
10Appalachian Trail Conservancy logo and distinctive coloring. The
11Appalachian Trail Conservancy may charge a fee for the
12authorization to request the registration plate. Upon request by
13the applicant, the department shall issue the plate for a
14passenger car or truck with a registered gross weight of not
15more than 14,000 pounds or a motor home. The fee provided under
16section [1931] 1931(b) (relating to personal and organization
17registration plates) shall apply.

19section 3. section 1353 of title 75, amended november 25,
202013 (p.l.974, no.89), is amended to read:

21§ 1353. Preserve our heritage registration plate.

22The department, in consultation with the Pennsylvania
23Historical and Museum Commission, shall design a special
24preserve our heritage registration plate. Upon receipt of an
25application, accompanied by a fee of $54 which shall be in
26addition to the annual registration fee, the department shall
27issue the plate for a passenger car, motor home, trailer or
28truck with a registered gross weight of not more than [10,000]
2914,000 pounds. The Historical Preservation Fund shall receive
30$23 of each additional fee for this plate.

1SECTION 4. TITLE 75 IS AMENDED BY ADDING A SECTION TO READ:

2§ 1353.1. Pennsylvania Monuments registration plate.

3(a) Design.--The department shall design a Pennsylvania
4Monuments registration plate which shall have a replica of the
5Pennsylvania Memorial Monument at the Gettysburg National
6Military Park and shall display the words "Gettysburg 1863."

7(b) Application.--Upon application of any person,
8accompanied by a fee of $54 which shall be in addition to the
9annual registration fee, the department shall issue the
10registration plate under subsection (a) for a passenger car,
11motor home, trailer or truck with a registered gross weight of
12not more than 14,000 pounds.

13(c) Proceeds.--The Veterans' Trust Fund established under 51
14Pa.C.S. § 1721(c) (relating to Veterans' Trust Fund) shall
15receive $23 of the fee paid by the applicant for the
16registration plate under subsection (a).

17(d) Use of proceeds.--Proceeds under subsection (c) shall be
18used exclusively to provide grants to nonprofit organizations
19for the cleaning, repair and restoration of Pennsylvania
20monuments by the Gettysburg National Military Park. A grant
21under this subsection may not be used to pay for the cost of
22cleaning, repair or restoration of the grounds surrounding a
23Pennsylvania monument.

24SECTION 5. section 1355 of title 75 is amended to read:

25§ 1355. Zoological plate.

26The department, in consultation with the Pennsylvania
27Zoological Council, shall design a special zoological
28registration plate. Upon application of any person, accompanied
29by a fee of $54 which shall be in addition to the annual
30registration fee, the department shall issue the plate for a

1passenger car, motor home, trailer or truck with a registered
2gross weight of not more than [10,000] 14,000 pounds. The
3Zoological Enhancement Fund shall receive $23 of the fee paid by
4the applicant for the plate.

5Section 6. Title 75 is amended by adding a section to read:

6§ 1355.1. Pennsylvania Hunting Heritage registration plates.

7(a) General rule.--The department, in consultation with the
8Pennsylvania Game Commission, shall design a special
9Pennsylvania Hunting Heritage registration plate. The
10Pennsylvania Game Commission shall charge a fee for the
11authorization to request the registration plate. Upon request by
12the applicant, the department shall issue the plate for a
13passenger car or truck with a registered gross weight of not
14more than 14,000 pounds or a motor home. The fee provided under
15section 1931(b) (relating to personal and organization
16registration plates) shall apply.

17(b) Proceeds.--Proceeds received by the Pennsylvania Game
18Commission under this section are to be used as follows:

19(1) Thirty-three percent shall be allocated to nonprofit
20organizations that coordinate the processing and distribution
21of donated wild game from hunters and municipal herd
22reduction sources to Pennsylvania residents through a
23distribution network of food banks in this Commonwealth.

24(2) Thirty-three percent shall be allocated to nonprofit
25organizations to promote sport hunting or the conservation
26and enhancement of game species in this Commonwealth.

27(3) Thirty-four percent shall be allocated for the
28promotion of youth hunting opportunities in this
29Commonwealth.

30(c) Limitation.--A nonprofit organization may not use

1funding under this section for salaries or administrative
2expenses.

3(d) Expenditures.--Estimates of amounts to be expended under
4this subsection shall be submitted to the Governor by the
5Pennsylvania Game Commission for approval by the Governor.

<-6Section 2. Section 1357.1 of Title 75 is amended to read:

<-7Section 7. Sections 1356, 1357, 1357.1, 1359(a), 1360, 1362,
81363, 1364, 1365(a) and 1366.1 of Title 75 are amended to read:

9§ 1356. Special plates for recipients of Expeditionary Forces
10Medal.

11Upon application of any person who is a recipient of the
12Expeditionary Forces Medal, accompanied by a fee of $20 which
13shall be in addition to the annual registration fee and by such
14documentation as the department shall require, the department
15shall issue to such person a special registration plate
16designating the vehicle so registered as belonging to a person
17who is a recipient of the Expeditionary Forces Medal. The
18special registration plate may be used only on a passenger car
19or truck with a registered gross weight of not more than
20[10,000] 14,000 pounds.

21§ 1357. Special plates for World War II veterans.

22Upon application of any person who is a veteran of World War 
23II, accompanied by a fee of $20 which shall be in addition to 
24the annual registration fee and by such documentation as the 
25department shall require, the department shall issue to such 
26person a special registration plate carrying the symbol of a 
27ruptured duck designating the vehicle so registered as belonging 
28to a person who is a veteran of World War II. The special 
29registration plate may be used only on a passenger car or truck 
30with a registered gross weight of not more than [10,000] 14,000
 

1pounds.

2§ 1357.1. Special plates for individuals in the service of the
3United States Merchant Marine.

4Upon application of any person who was in the service of the
5United States Merchant Marine during World War II, the Korean 
6War, the Vietnam Conflict or any of the Gulf Wars, including 
7Operation Desert Storm, Operation Iraqi Freedom and Operation 
8Desert Shield, accompanied by a fee of $20 which shall be in
9addition to the annual registration fee and by such
10documentation as the department shall require, the department
11shall issue to the person a special registration plate
12designating the vehicle so licensed as belonging to a person who
13was in the service of the United States Merchant Marine during
14World War II, the Korean War, the Vietnam Conflict or any of the 
15Gulf Wars, including Operation Desert Storm, Operation Iraqi 
16Freedom and Operation Desert Shield. The special registration
17plate may be used only on a passenger car or truck with a
18registered gross weight of not more than 14,000 pounds.

<-19§ 1359. Special plates for steelworkers.

20(a) General rule.--Upon application of any person who is a
21steelworker, accompanied by a fee of $20 which shall be in
22addition to the annual registration fee and by such
23documentation as the department shall require, the department
24shall issue to such person a special registration plate
25designating the vehicle so licensed as belonging to a person who
26is a steelworker. The special registration plate may be used
27only on a passenger car or a truck with a registered gross
28weight of not more than [10,000] 14,000 pounds. The plate shall
29bear the likeness of the official emblem of the American Iron
30and Steel Institute.

2§ 1360. Special plates for veterans of Vietnam Conflict.

3Upon application of any person who is a veteran of the
4Vietnam Conflict as that term is defined for the awarding of the
5Vietnam Service Medal, accompanied by a fee of $20 in addition
6to the annual registration fee and by such documentation as the
7department shall require, the department shall issue to the
8person a special registration plate designating the vehicle so
9licensed as belonging to a person who is a veteran of the
10Vietnam Conflict. The special registration plate may be used
11only on a passenger car or truck with a registered gross weight
12of not more than [10,000] 14,000 pounds.

13§ 1362. Operation Iraqi Freedom veterans plate.

14Upon application of any person who is a veteran of the
15liberation or occupation of Iraq, accompanied by a fee of $20
16which shall be in addition to the annual registration fee and by
17documentation as the department shall require, the department
18shall issue to the person a special registration plate
19designating the vehicle so licensed as belonging to a person who
20is a veteran of Operation Iraqi Freedom. The special
21registration plate may be used only on a passenger car or truck
22with a registered gross weight of not more than [10,000] 14,000 
23pounds.

24§ 1363. Operation Enduring Freedom veterans plate.

25Upon application of any person who is a veteran of the
26liberation or occupation of Afghanistan, accompanied by a fee of
27$20 which shall be in addition to the annual registration fee
28and by documentation as the department shall require, the
29department shall issue to the person a special registration
30plate designating the vehicle so licensed as belonging to a

1person who is a veteran of Operation Enduring Freedom. The
2special registration plate may be used only on a passenger car
3or truck with a registered gross weight of not more than
4[10,000] 14,000 pounds.

5§ 1364. Special plates for veterans.

6(a) Honorably discharged veterans.--Upon application of any
7person who is an honorably discharged veteran of the armed
8forces of the United States or a reserve component of the armed
9forces as defined in 51 Pa.C.S. § 7301 (relating to
10definitions), accompanied by a fee of $20 which shall be in
11addition to the annual registration fee and by such
12documentation as the department shall require, the department
13shall issue to the person a special registration plate
14designating the vehicle as belonging to a person who is a
15veteran of the armed forces of the United States. The special
16registration plate may be used only on a passenger car or truck
17with a registered gross weight of not more than [10,000] 14,000 
18pounds.

19(b) Honoring our veterans.--Upon application of any person, 
20accompanied by a fee of $35, which shall be in addition to the 
21annual registration fee and by such documentation as the 
22department shall require, the department shall issue to the 
23person a special registration plate designating the vehicle as 
24belonging to a person who is honoring veterans of the armed 
25forces of the United States. The special registration plate may 
26be used only on a passenger car or truck with a registered gross 
27weight of not more than [10,000] 14,000 pounds. The Veterans' 
28Trust Fund shall receive $15 of the fee paid by the applicant 
29for the plate.

30§ 1365. Gold Star Family plate.

1(a) General rule.--Upon application of a family member of a
2person who was killed while serving on active duty in the
3military, accompanied by a fee of $20 which shall be in addition
4to the annual registration fee and by such documentation as the
5department shall require, the department shall issue to the
6family member a special registration plate designating the
7vehicle so licensed as belonging to a family member of a person
8who was killed while serving on active duty in the military. The
9department shall design and produce the special registration
10plate carrying the Service Flag Gold Star rimmed with blue which
11represents sacrifice to the cause of liberty and freedom. The
12words "Gold Star Family" shall be clearly displayed along the
13bottom of the plate. The special registration plate may be used
14only on a passenger car or truck with a registered gross weight
15of not more than [10,000] 14,000 pounds.

17§ 1366.1. Special plates for United States military airborne
18units.

19(a) General rule.--Upon application of any person who is a
20veteran of or a member of a United States military airborne
21unit, accompanied by a fee of $20 which shall be in addition to
22the annual registration fee and by such documentation as the
23department shall require, the department shall issue to the
24person a special registration plate designating the vehicle so
25licensed as belonging to a person who is a veteran of or a
26member of a United States military airborne unit. The special
27registration plate may be used only on a passenger car or truck
28with a registered gross weight of not more than [10,000] 14,000 
29pounds. The department shall design and produce the special
30registration plate to display a set of jump wings and glider

1wings.

3Section 3 8. Title 75 is amended by adding <-a section 
4sections<- to read:

5§ 1369.1. Special plates for recipients of Combat Infantry
6Badge.

7Upon application of any person who is a recipient of the
8Combat Infantry Badge, accompanied by a fee of $20 which shall
9be in addition to the annual registration fee and by such
10documentation as the department shall require, the department
11shall issue to the person a special registration plate
12designating the vehicle so licensed as belonging to a person who
13is a recipient of the Combat Infantry Badge. The special
14registration plate may be used only on a passenger car or truck
15with a registered gross weight of not more than 14,000 pounds.

<-16§ 1369.2. Special "In God We Trust" plates.

17Upon application of any person, accompanied by a fee of $20
18which shall be in addition to the annual registration fee, the
19department shall issue to the person a special "In God We Trust"
20registration plate. The special registration plate may be used
21only on a passenger car or truck with a registered gross weight
22of not more than 14,000 pounds.

<-23Section 4. Section 1905 of Title 75 is amended by adding a
24subsection to read:

25§ 1905. Payments to special funds.

27(d) Pennsylvania Hunting Heritage Fund.--Fifteen dollars of 
28each fee received under section 1355.1 (relating to Pennsylvania 
29hunting heritage plate) shall be credited to the Pennsylvania 
30Hunting Heritage Fund, established as follows:

1(1) There is hereby established a special account in the
2State Treasury which shall be known as the Pennsylvania
3Hunting Heritage Fund. The purpose of the Pennsylvania
4Hunting Heritage Fund is to provide funding to nonprofit
5organizations as defined under section 501(c)(3) of the
6Internal Revenue Code of 1986 (Public Law 99-514, 26 U.S.C. §
7501(c)(3)) that coordinate the processing and distribution of
8donated wild game from hunters and municipal herd reduction
9sources to Pennsylvania residents through a distribution
10network of food banks in this Commonwealth, provided that 50%
11of the money in the special account shall be allocated to
12nonprofit organizations established, prior to January 1,
132014, to conserve all birds and mammals of this Commonwealth
14and the ecosystems in which they live.

15(2) All moneys in the Pennsylvania Hunting Heritage Fund
16are hereby annually appropriated to the Pennsylvania Game
17Commission and may be expended for the purposes authorized
18under this subsection.

19(3) Estimates of amounts to be expended under this
20subsection shall be submitted to the Governor by the
21Pennsylvania Game Commission for his approval.

22(4) The State Treasurer shall not honor any requisition
23for expenditures by the Pennsylvania Game Commission in
24excess of estimates approved by the Governor or in excess of
25the amount available for the purposes for which the
26requisition was made, whichever is the lesser amount.

<-27Section 9. Section 1931 of Title 75, amended November 25,
282013 (P.L.974, No.89), is amended to read:

29§ 1931. Personal and organization registration plates.

30(a) Personal registration plates.--The fee for issuance of a

1personal registration plate shall be $76 which shall be in
2addition to the annual registration fee. Only one payment of the
3issuance fee shall be charged for each personal registration
4plate issued or replaced.

5(b) Organization registration plates.--The fee for issuance
6of an organization registration plate shall be $25 which shall
7be in addition to the annual registration fee. Only one payment
8of the issuance fee shall be charged for each organization
9registration plate issued or replaced.

10Section 5. This act shall take effect in 120 days.<-

<-11SECTION 10. This act shall take effect as follows:

12(1) The amendment or addition of the following
13provisions shall take effect in 120 days:

14(i) 75 Pa.C.S. § 1353.1.

15(ii) 75 Pa.C.S. § 1355.1.

16(iii) 75 Pa.C.S. § 1357.1.

17(iv) 75 Pa.C.S. § 1369.1.

18(v) 75 Pa.C.S. § 1905(d).

19(2) The remainder of this act shall take effect in 60
20days.
