A RESOLUTION

 

1Urging Pennsylvania United States Senators Robert P. Casey, Jr.,
2and Patrick Toomey to vote against a treaty being drafted by
3the United Nations if the treaty would impair rights of
4citizens under the Second Amendment to the Constitution of
5the United States.

6WHEREAS, News reports indicate that the United Nations is
7continuing to work on the Arms Trade Treaty; and

8WHEREAS, News reports indicate that the scope of the treaty
9may involve civilian firearms and ammunition; and

10WHEREAS, The right to keep and bear arms is a right
11guaranteed to citizens by both section 21 of Article I of the
12Constitution of Pennsylvania and the Second Amendment to the
13Constitution of the United States; and

14WHEREAS, Section 2 of Article II of the Constitution of the
15United States provides that the President of the United States
16cannot enter into treaties with foreign powers without the
17advice and consent of the Senate of the United States; therefore
18be it

1RESOLVED, That the House of Representatives of the
2Commonwealth of Pennsylvania urge Pennsylvania United States
3Senators Robert P. Casey, Jr., and Patrick Toomey to vote
4against the Arms Trade Treaty if the treaty includes provisions
5restricting the rights of gun owners in contravention of section
621 of Article I of the Constitution of Pennsylvania and the
7Second Amendment to the Constitution of the United States; and
8be it further

9RESOLVED, That a copy of this resolution be transmitted to
10United States Senators Robert P. Casey, Jr., and Patrick Toomey.
