A JOINT RESOLUTION

 

1Proposing an amendment to the Constitution of the Commonwealth
2of Pennsylvania, providing for marriage.

3The General Assembly of the Commonwealth of Pennsylvania
4hereby resolves as follows:

5Section 1. The following amendment to the Constitution of
6Pennsylvania is proposed in accordance with Article XI:

7That Article I be amended by adding a section to read:

8§ 29. Marriage.

9Marriage is the legal union of only one man and one woman as
10husband and wife and no other legal union that is treated as
11marriage or the substantial equivalent thereof shall be valid or
12recognized.

13Section 2. (a) Upon the first passage by the General
14Assembly of this proposed constitutional amendment, the
15Secretary of the Commonwealth shall proceed immediately to
16comply with the advertising requirements of section 1 of Article

1XI of the Constitution of Pennsylvania and shall transmit the
2required advertisements to two newspapers in every county in
3which such newspapers are published in sufficient time after
4passage of this proposed constitutional amendment.

5(b) Upon the second passage by the General Assembly of this
6proposed constitutional amendment, the Secretary of the
7Commonwealth shall proceed immediately to comply with the
8advertising requirements of section 1 of Article XI of the
9Constitution of Pennsylvania and shall transmit the required
10advertisements to two newspapers in every county in which such
11newspapers are published in sufficient time after passage of
12this proposed constitutional amendment. The Secretary of the
13Commonwealth shall submit this proposed constitutional amendment
14to the qualified electors of this Commonwealth at the first
15primary, general or municipal election which meets the
16requirements of and is in conformance with section 1 of Article
17XI of the Constitution of Pennsylvania and which occurs at least
18three months after the proposed constitutional amendment is
19passed by the General Assembly.
