| AN ACT |
| |
1 | Designating State Route 233 from the western corporate limits of |
2 | Newville Borough to State Route 11 in Cumberland County as |
3 | the Marine Lance Corporal Nicholas B. Morrison Memorial |
4 | Highway; designating a portion of State Route 2038 in Horsham | <-- |
5 | Township, Montgomery County, as the 2LT James P. Kelly |
6 | Memorial Highway; designating a bridge carrying State Route |
7 | 94 over Bermudian Creek in Latimore Township, Adams County, |
8 | as the Sgt. Michael C. Weigand Memorial Bridge; and |
9 | designating a bridge on that portion of State Route 268 and |
10 | State Route 368 over the Allegheny River, in the City of |
11 | Parker, Armstrong County, commonly known as the State Bridge, |
12 | as the Veterans Memorial Bridge. |
13 | The General Assembly of the Commonwealth of Pennsylvania |
14 | hereby enacts as follows: |
15 | Section 1. Marine Lance Corporal Nicholas B. Morrison Memorial |
16 | Highway. |
17 | (a) Declaration of policy.--The General Assembly finds and |
18 | declares as follows: |

1 | (1) Nicholas B. Morrison, was born June 23, 1981, in |
2 | Carlisle, Pennsylvania. He was a graduate of Big Spring High |
3 | School, Newville, Class of 2000. Upon graduation, he entered |
4 | the United States Marine Corps in 2003, after the events of |
5 | 9/11, where he served for two years. |
6 | (2) Marine Lance Cpl. Nicholas B. Morrison was assigned |
7 | to the Weapons Company, 2nd Battalion, 2nd Marine Regiment, |
8 | 2nd Marine Division, II Marine Expeditionary Force, at Camp |
9 | Lejeune, North Carolina. On August 13, 2004, at 23 years of |
10 | age, Lance Corporal Morrison was killed while on patrol with |
11 | the Combined Anti-Armor Team Blue as a tow gunner in the Al |
12 | Anbar Province of Iraq when an IED struck his Humvee. |
13 | (3) Marine Lance Cpl. Morrison was awarded the Purple |
14 | Heart for his wounds sustained in combat against an enemy of |
15 | the United States. He was also awarded the Navy & Marine |
16 | Corps Commendation Medal with the Combat V for his sustained |
17 | and valorous actions in combat. He received the National |
18 | Defense Medal, the Global War on Terrorism Expeditionary |
19 | Medal, the Global War on Terrorism Medal, the Combat Action |
20 | Ribbon and the Sea Service Deployment Ribbon. |
21 | (4) Marine Lance Cpl. Nicholas Morrison, beloved son of |
22 | Joey L. and Peggy J. Morrison, Sr., of Newville, PA, was |
23 | courageously serving his country at the time of his death and |
24 | his excellence as a soldier has been extolled by many. |
25 | (b) Designation.--State Route 233, from the western |
26 | corporate limits of Newville Borough to State Route 11 in |
27 | Cumberland County is hereby designated as the Marine Lance |
28 | Corporal Nicholas B. Morrison Memorial Highway. |
29 | (c) Signs.--The Department of Transportation shall erect and |
30 | maintain appropriate signs to indicate the designation under |

2 | Section 2. 2LT James P. Kelly Memorial Highway. | <-- |
3 | (a) Findings.--The General Assembly finds and declares as |
4 | follows: |
5 | (1) Upon graduating from LaSalle College in June 1964, |
6 | James P. Kelly was commissioned as a Second Lieutenant in the |
7 | Army Field Artillery and served as Field Artillery Unit |
8 | Commander, A Battery, 2nd Battalion, 320th Artillery, 101st |
9 | Airborne Division, USARV. |
10 | (2) Second Lieutenant James P. Kelly was killed on |
11 | September 27, 1965, by an explosive device while serving his |
12 | country in Binh Dinh Province, South Vietnam. |
13 | (b) Designation.--The section of State Route 2038 in Horsham |
14 | Township, Montgomery County, from Maple Avenue to Meetinghouse |
15 | Road is hereby designated the 2LT James P. Kelly Memorial |
16 | Highway. |
17 | (c) Signs.–-The Department of Transportation shall erect and |
18 | maintain appropriate signs displaying the name of the highway to |
19 | traffic in both directions on the highway. |
20 | Section 3. Sgt. Michael C. Weigand Memorial Bridge. |
21 | (a) Declaration of policy.--The General Assembly finds and |
22 | declares as follows: |
23 | (1) Sergeant Michael C. Weigand graduated from Bermudian |
24 | Springs High School in 2002. |
25 | (2) After graduating high school Sergeant Weigand |
26 | attended the Allegheny County Police Academy and graduated in |
27 | 2003. |
28 | (3) Sergeant Weigand joined the York Springs/Latimore |
29 | Township Regional Police Department and Littlestown Police |
30 | Department. |

1 | (4) Sergeant Weigand went back to school to become a |
2 | D.A.R.E. officer for Bermudian Springs School District. |
3 | (5) Sergeant Weigand was later promoted to sergeant at |
4 | the Latimore Township Police Department, where his father is |
5 | chief. |
6 | (6) On September 14, 2008, while on duty escorting a |
7 | charity event, Sergeant Weigand was killed by a pickup truck |
8 | which was out of control. |
9 | (7) Sergeant Weigand is survived by his wife, Amanda; |
10 | daughter, Lanie; parents, Michael and Kimberly Weigand; and |
11 | two sisters, Melanie Karpinski and Erin Jo Bevenour. |
12 | (b) Designation.--The bridge that carries State Route 94 |
13 | over Bermudian Creek in Latimore Township, Adams County, is |
14 | designated as the Sgt. Michael C. Weigand Memorial Bridge. |
15 | (c) Signs.--The Department of Transportation shall erect and |
16 | maintain appropriate signs to indicate the designation under |
17 | subsection (b). |
18 | Section 4. Veterans Memorial Bridge. |
19 | (a) Designation.--The bridge located on State Route 268 and |
20 | State Route 368 in the City of Parker, Armstrong County, over |
21 | the Allegheny River, commonly known as the State Bridge, is |
22 | hereby designated as the Veterans Memorial Bridge. |
23 | (b) Signs.--The Department of Transportation shall erect and |
24 | maintain appropriate signs displaying the name of the bridge to |
25 | traffic in both directions on the bridge. |
26 | Section 2 5. Effective date. | <-- |
27 | This act shall take effect in 60 days. |
