AN ACT

Amending Title 75 (Vehicles) of the Pennsylvania Consolidated

2

Statutes, in licensing of drivers, further providing for

3

issuance and content of driver's licenses.

The General Assembly of the Commonwealth of Pennsylvania

5

hereby enacts as follows:

6

Section 1.  Section 1510 of Title 75 of the Pennsylvania

7

Consolidated Statutes is amended by adding a subsection to read:

8

§ 1510.  Issuance and content of driver's license.

(a.1)  Veteran's driver's license designation.--

11

(1)  Upon application by a qualified applicant Beginning

as soon as practicable, but no later than 18 months following

2

the effective date of this subsection, the department shall

3

issue a driver's license or identification card that clearly

4

indicates that the person is a veteran of the United States

5

Armed Forces. A qualified applicant is an individual who has

6

served in the United States Armed Forces, including a reserve

7

component or the National Guard, and who was discharged or

8

released from such service under conditions other than

9

dishonorable.

(2)  An applicant shall provide the department with a

United States Department of Defense discharge document known

12

as a DD-214 or a National Guard Bureau discharge document

13

known as an NGB-22.

14

(2)  Upon receipt of an application from a qualified

15

applicant accompanied by such documentation as the department

16

shall require, the department shall issue to the veteran a

17

driver's license or identification card displaying a veteran

18

designation. There shall be no fee for the veteran

19

designation, but the qualified applicant must pay any renewal

20

or duplicate driver's license or identification card fees.

(3)  The department and the Department of Military and

22

Veterans Affairs shall enter into an agreement whereby the

23

Department of Military and Veterans Affairs shall reimburse

24

the Motor License Fund for the department's actual costs of

25

the issuance of a veteran's designation on drivers' licenses

26

and identification cards. Reimbursement shall be paid from

27

the Pennsylvania Veterans Trust Fund or such other funds

28

available for this purpose.
