AN ACT

Amending Title 51 (Military Affairs) of the Pennsylvania

2

Consolidated Statutes, providing for veterans tuition rate.

3

The General Assembly of the Commonwealth of Pennsylvania

4

hereby enacts as follows:

5

Section 1.  Title 51 of the Pennsylvania Consolidated

6

Statutes is amended by adding a chapter to read:

7

§ 3901.  Definitions.

The following words and phrases when used in this subchapter

shall have the meanings given to them in this section unless the

2

context clearly indicates otherwise:

3

"Matriculating veteran student."  An individual who has been

4

admitted to a public institution of higher education, who is a

5

veteran, spouse or dependent of a veteran and who resides in

6

this Commonwealth while enrolled at the institution of higher

7

education.

8

"Public institution of higher education."  Any of the

9

following:

(1)  A university comprising the State System of Higher

11

Education.

12

(2)  The following State-related institutions:

13

(i)  The Pennsylvania State University.

14

(ii)  The University of Pittsburgh.

15

(iii)  Temple University.

16

(iv)  Lincoln University.

17

(3)  Any institution which is designated after the

18

effective date of this section as "State-related" by the

19

Commonwealth.

§ 3902.  Tuition rate to be charged.

21

Notwithstanding any other provision of law to the contrary, a

22

public institution of higher education shall charge a

23

matriculating veteran student who satisfies the eligibility

24

criteria under section 3903 (relating to eligibility criteria)

25

no more than the in-State resident tuition rate charged to

26

persons domiciled in this Commonwealth by the institution of

27

higher education.

§ 3903.  Eligibility criteria.

In order to be eligible for the tuition rate specified under

30

section 3902 (relating to tuition rate to be charged) a

matriculating veteran student must:

(1)  Be eligible for benefits under the provisions of 38

3

U.S.C. Ch. 33 (relating to post-9/11 educational assistance).

4

(2)  Remain domiciled in this Commonwealth during the

5

course of study.

Section 2.  This act shall take effect in 60 days.
