                                  A RESOLUTION

     1  Endorsing "Canine Good Citizen" programs.

     2     WHEREAS, Dogs play an important role in the lives of many
     3  Pennsylvania citizens by serving as companions and assistance
     4  animals; and
     5     WHEREAS, It is recognized that the "bad dog" problem is most
     6  often an irresponsible owner problem; and
     7     WHEREAS, Responsible pet ownership is encouraged in this
     8  Commonwealth and responsible owners should properly confine and
     9  provide adequate training for their dogs; and
    10     WHEREAS, "Canine Good Citizen" programs identify and
    11  officially recognize those dogs who behave as members in good
    12  standing with the community; and
    13     WHEREAS, The "Canine Good Citizen" concept was developed to
    14  teach pet owners that dogs should exhibit functional good
    15  citizen behaviors in the presence of other people and animals in
    16  both the home and the community; and
    17     WHEREAS, Because many Pennsylvanians are the victims of

     1  animal bites each year and there is a need for dogs to be well-
     2  behaved members of the community; therefore be it
     3     RESOLVED, That the Senate of Pennsylvania endorse "Canine
     4  Good Citizen" programs as a means of teaching owners responsible
     5  pet ownership, and as a means of teaching dogs canine good
     6  citizen behaviors for the community; and be it further
     7     RESOLVED, That the Commonwealth encourage dog training
     8  programs and kennel clubs to provide training and education for
     9  community pet owners that emphasizes the importance of properly
    10  confining and controlling dogs and providing training which
    11  results in "Canine Good Citizens"; and be it further
    12     RESOLVED, That a copy of this resolution be directed to
    13  Sherry Carpenter, Executive Secretary, Animal-Vues, R.D. 2,
    14  Bloomsburg.
