Section 5. Prohibition on commissions or compensation for
lobbying.
(a) Payment prohibited.--A person may not compensate or
incur an obligation to compensate a person to engage in lobbying
for compensation that is contingent, in whole or in part, upon
the receipt or award of a grant, credit, loan, capital funding,
contract or another form of Commonwealth funds awarded by an
agency.
(b) Lobbying prohibited.--A person may not engage in or
agree to engage in lobbying for compensation that is contingent,
in whole or in part, upon the receipt or award of a grant,
credit, loan, capital funding, contract or another form of
Commonwealth funds awarded by an agency.
